The Contract Analyst conducts on-site and off-site monitoring reviews to ensure contractors, vendors and partners are effectively implementing programs and services in accordance with terms, conditions, specifications and guidelines of contracts/agreements.
<div>DUTIES AND RESPONSIBILITIES
 
<ul><li>Assists in all phases of pre and post award contract administration for Resident Services (e.g. new procurements, Board of Commissioners approval requests, internal requests for contract amendments, contract exhibits, cost analysis and cost estimates, purchase requisition and payment, grant and contract close-out and termination/corrective action memos).
</li><li>Completes market research related to anticipated goods and services to be procured.
</li><li>Completes analysis of projected costs and historical costs related to goods and services.
</li><li>Assists with reconciliation of expenditures, revenue and contract and grant closeout.
</li><li>Assists with organizing and reviewing documents for financial and performance audits.
</li><li>Process vendor payments and prepare monthly expense accruals as necessary.
</li><li>Analyze operating budgets and budget variances by reviewing various financial reports, such as a trial balance, to identify trends and proper expense allocation.
</li><li>Analyze purchase order balances by keeping track of expenditures.
</li><li>Ensures data entry is completed in the designated repository.
</li><li>Ensures contracts and related documents (e.g. performance reports, budgets, amendment requests, etc.) are received, saved, and well organized.
</li><li>Maintains full understanding of contract requirements, program procedures and intended outcomes.
</li><li>Collects and analyzes data related to contractor/partner performance, expenditures, and leveraged resources and other contract requirements.
</li><li>Tracks contractor/partner corrective action plan progress; conducts follow up internal meetings and monitoring site visits, as needed to provide contractor/partner technical assistance to ensure implementation of the corrective action. Local travel to off-site locations is required.
</li><li>Other tasks as assigned by Manager or Resident Services senior management.
</li><li>Collaborates with other departments and responds effectively to internal and external requests.
</li><li>Manages and prioritizes multiple projects simultaneously and responds to change in a professional manner.
</li><li>This position may be asked to handle tasks outside of job description to meet broader goals of CHA and Resident Services.
</li><li>This position occasionally requires working hours outside of CHA&rsquo;s established hours of 8:30am &ndash; 5:00pm Monday-Friday
</li><li>This position is eligible for remote work up to two days per week following successful completion of onboarding with Resident Services.

QUALIFICATIONS
 
A Bachelor's Degree in Business Administration, Finance or a related discipline is required. This position also requires a minimum of two (2) years of contract management, audit, analyst, or finance experience. A combination of education and related work experience will be considered. Effective communication skills (written and verbal) and the ability to work with a diverse staff of professional employees to coordinate the completion of assignments and effectively communicate project deliverables is required. Proficiency in Microsoft Office with strong Excel and Word skills is required; an exercise in both Excel and Word will be required during the interview process. This position requires the ability to choose the right mathematical methods or formulas to analyze financial and performance data. Strong analytical and organizational skills are needed. This position requires the ability to apply general rules/procedures to specific problems to produce logical answers and well-organized project deliverables using Microsoft Excel and Word. Knowledge of HUD or other regulations related to procurement development, contract administration and grant administration is helpful.

<ul><li>Contract Leadership: Serve as the primary legal advisor for all commercial agreements, from client MSAs and SOWs to vendor, licensing, technology, and partnership contracts. Lead negotiations to ensure favorable terms while enabling business growth</li>
<li>Templates &amp; Playbooks: Create, update, and maintain contract templates, negotiation playbooks, and approval workflows to drive efficiency, consistency, and scalability</li>

These are the qualifications we're looking for

<li>J.D. from an accredited law school; member in good standing of at least one U.S. state bar</li>
<li>Bachelor's in Finance, Risk Management, or Business a plus. Advanced degree or certifications (CRM, FRM, CIA, CISA) desirable</li>
<li>7&ndash;10 years post-qualification legal experience, with at least 3&ndash;5 years in-house. Background in contracts, compliance, corporate governance, and enterprise risk management</li>
<li> Industry experience in marketing, technology, healthcare, or professional services highly valuable</li>
<li>Strong in contract law, regulatory compliance, data privacy, and enterprise risk frameworks (ISO 31000, COSO ERM, FAIR)</li>
