 The contract aims to provide project management, co-ordination, planning, design, engineering, construction management, contracting, procurement, project controls and other services for construction of new oil field facilities, up-grading of existing facilities, and transfer of technology.
 
 
 
 Primary Objectives
 
 
 
 The
 
 HSE QA / QC Manager
 
 develops and implements the project HSE Strategy, framework, policies, Safety Management System and specific Safety Management Plans as they apply to the project. Ensure the project complies with the relevant HSE Legislation, KOC HSE requirements and International HSE codes and standards. As a minimum OHSAS 18001&amp; ISO14001.

 Health, Safety and Environment:

 Ensures that the policy, objectives, targets and standards are measured and recorded to ensure that the highest possible HSE standards are maintained in line with KOC procedures, contract requirements.

 Champions HSE by setting a personal example and demonstrate leadership in the implementation of HSE processes and initiatives.

 Supports and provides engineering/technical input to HSE philosophy and safety system design for EMS, hazardous area classification and emergency evacuation procedures. Coordinate with Project Management Team, PMC Team, and KOC with best practice health and safety management systems, ensuring due attention is paid to HSE during design, construction, pre/commissioning, and operation phase of the project.

 Provides on-site technical guidance, develop, implement and provide appropriate training modules/programs with feedback reports on wide variety of HSE related topics for managers, supervisors &amp; workers pertaining to safe work practices, safety in design, risk analysis/hazard management (HAZID, HAZOP, FEA, QRA, ALARP, JSA)
 </li>

 Interfaces with sub-contractors and ensures their HSES management system and security plans are aligned to the project specific needs, change proposals, regulatory compliance and consents.
 </li>

 Ensures that the HSE contractor/vendor selection requirements are embedded within the procurement processes.
 </li>
 <li>
 With the assistance of the project Procurement Manager ensures all contractors and vendors meet and or exceed the project HSE selection criteria.
 </li>
 <li>
 Assists in Setting key performance indicators (KPI&rsquo;s) and their application as a tool for Pro-active approach for the continual improvement process.
 </li>

 Supports the identification and implementation of project safety initiatives, coordinate reviews and ensure recommendations are progressed, tracked and closed out
 </li>

 Develops and maintains Statistical data and trend reports.
 </li>

 Prepares reports as required for KOC,

 Conducts Risk Assessments and develops HSE method statements and local safe work procedures for the Company and its Contractors and ensures their timely application at site.

 Assists in the investigation and appraisal of HSE related incidents and develops remedial actions to reduce HSE risk.

 Manages HSE audits of the project. Ensures that audits are completed on schedule and that resultant action plans are implemented.

 Quality Management:
 </li>

 Works with the Location Quality Leads/ HSE Leads and the Construction Team to ensure the following:

 Construction Management Plans and procedures developed and implemented in compliance with the requirements of the WorleyParsons Project Management Process (WPMP) and Enterprise Management System (EMS) and the HSE management system of One-Way, consistent with contractual requirements.

 Construction personnel suitably trained in project plan requirements and to access and apply systems, procedures and reference materials via the EMS, WPMP, One-Way as applicable.
 </li>
 <li>
 Effective implementation of site design control processes including site queries, design change implementation, field engineering and redlining/as-built etc. and associated verification, validation and review activities.
 </li>

 Effective implementation and coordination of receiving inspection and disposition of non-conforming materials and equipment.

 Roles And Responsibilities
 
 
 
 
 1- Administrative Supply Chain Activities:

 2- Timely Procurement

 Manage procurement for Plant Maintenance, Production, Project, Plastic Factory, Building Maintenance, Garage, Refrigeration, LAB, QC, QA, Marketing, Sales, HR, Finance &amp; General Admin.

 Procure staff uniforms, general items, and services.
 </li>
 <li>
 Coordinate with suppliers and end-user departments; maintain supplier relationships.
 </li>
 <li>
 Ensure smooth supply to production plants; explore cost-saving opportunities and market analysis.

 Evaluate quotations, negotiate pricing (including OEM suppliers), and prioritize urgent orders.
 </li>
 <li>
 Manage weekly pending PR reports, price inquiries, quotation follow-ups, and payment term negotiations.

 3- New Supplier Management
 
 
 
 <ul>

 Prepare supplier creation requests (SCRF) for management approval.

 </ul>
 
 4- Purchase Order Execution &amp; Shipping

 Approve and send purchase orders; follow up on shipments via sea, air, and courier services.
 </li>
 <li>
 Obtain freight quotations, evaluate rates, and arrange cost-effective shipping solutions.
 </li>
 <li>
 Coordinate with suppliers and freight forwarders for consolidation and direct shipments.
 
 
 </li>
 </ul>
 
 5- Documentation &amp; Consignment Delivery
 
 
 
 <ul>
 <li>
 Guide suppliers on customs documentation per Kuwait law.
 </li>
 <li>
 Review draft documents before shipment; monitor consignment deliveries to stores.

 6- Payment Process

 Approve supplier invoices and forward to Finance; follow up on outstanding payments.

 7- Monthly Inventory &amp; Claims

 Track pending POs; handle claims for wrong delivery, short receipt, or damaged units.
 </li>

 Report and follow up on claims until resolved by goods receipt or credit note.

 8- PO Workflow Approval

 Obtain management approval for POs above 250 KWD for all departments.
 </li>

 Verify PO details, quotations, price comparisons, and documentation.

 9- DHL &amp; TNT Payments

 Approve and reconcile freight and customs invoices; instruct Finance for payment; follow up on payments.
 
 
 </li>
 </ul>
 
 10- Annual Service Contract Renewal

 <li>
 Renew service contracts for office equipment; arrange repairs and maintenance as needed.

 11- Pending PR &amp; PO Closing

 Prepare pending PR &amp; PO reports and forward for quarterly, half-yearly, or annual closing.
