</p><p>&middot; Advise management on the use of hiring flexibility (e.g., veterans&rsquo; preference, direct hire authority, student programs, special salary rates, relocation incentives).
</p><p>&middot; Conduct job audits and develop crediting plans, ranking criteria, and structure interview guides.
</p><p>&middot; Prepare technical reports, metrics, and recruitment effectiveness evaluations to inform leadership decisions.
</p><p>&middot; Train and mentor HR Specialists and assistants in staffing procedures, policy compliance, and workload management.
</p><p>&middot; Partner with universities, professional associations, and community organizations to develop recruitment pipelines, with emphasis on diversity and underserved populations.<br>
