<h2>About the Role</h2><p>A growing real estate development group based in <strong>Muscat</strong> is seeking a highly driven and commercially minded <strong>Real Estate Operations &amp; Development Manager</strong> to act as a true <i>success partner</i>, not a traditional employee.</p><p>This role requires a hands-on leader who manages the business as if it were their own — with full empowerment from the owners and full transparency under independent financial oversight.</p><h2>Objective</h2><p>To manage the full real estate development lifecycle, revive distressed or stalled assets, and achieve the highest possible financial efficiency within a transparent, externally audited operating environment.</p><h2>Key Responsibilities</h2><h3>Asset Management &amp; Business Development</h3><p>Review and assess the owners’ real estate portfolio, including vacant lands and projects halted since COVID.</p><p>Develop urgent, practical plans to complete, restructure, or liquidate underperforming assets.</p><p>Identify well-studied new investment opportunities and present concise feasibility studies to support acquisition decisions.</p><h3>Cost Engineering &amp; Supply Chain Management</h3><p>Build and manage a strong supplier and contractor network to achieve <strong>cost savings of no less than 20–30%</strong> without compromising visible quality.</p><p>Lead sourcing strategies including local negotiations, bulk purchasing, or direct imports (e.g., from China) when commercially viable.</p><h3>Project &amp; Vendor Management</h3><p>Select, contract, and fully manage engineering offices, contractors, consultants, and marketing companies on behalf of the owners.</p><p>Oversee on-site progress, timelines, and budgets, proactively resolving technical and operational obstacles.</p><p>Exercise operational decision-making authority within approved budgets and governance frameworks.</p><h3>Government Relations &amp; Reporting</h3><p>Manage the government relations file and supervise the Omani PRO to secure licenses, approvals, and regulatory requirements.</p><p>Submit regular, clear performance and financial reports to the owners.</p><p>Operate in full cooperation and transparency with the <strong>independent external financial auditor</strong>, including complete disclosure of contracts, invoices, and transactions.</p><h2>Candidate Profile</h2><p>Proven hands-on experience in real estate operations, development, or asset turnaround.</p><p>Strong commercial mindset with a focus on profitability, cost control, and execution.</p><p>Solid understanding of supplier negotiations, construction costs, and project economics.</p><p>High integrity, transparency, and comfort working under strict external financial audit.</p><p>Leadership personality capable of operating under pressure and managing multiple stakeholders.</p><p><strong>Priority given to candidates currently based in Oman</strong> with deep knowledge of the local market, regulations, and suppliers (Omani or expatriate).</p><h2>&nbsp;</h2>
