The Office of the General Counsel (OGC) serves as the chief legal advisor to DCAS, providing legal and strategic counsel across all twelve lines of service. Accordingly, OGC is organized into four primary legal units:

Together, these units provide expert guidance on a broad range of matters critical to agency operations and citywide functions. OGC&rsquo;s legal portfolio includes advising on civil service, labor and employment, and disciplinary matters; negotiating and reviewing real estate transactions; overseeing procurement compliance; and guiding policy, risk, and audit processes. The office also manages litigation related to landlord-tenant disputes, legislative review, Freedom of Information Law (FOIL) requests, and legal matters tied to fleet administration, energy, and facilities construction. The Office of the General Counsel (OGC) at the Department of Citywide Administrative Services (DCAS) is seeking a motivated and detail-oriented attorney to support the Property Transactions &amp; Landlord Affairs Unit. Under the supervision of the Managing Counsel, this attorney will assist in providing legal support related to leasing transactions, property acquisitions, landlord-tenant matters, and other real estate issues involving City-owned properties. This role is an excellent opportunity for an attorney seeking to build or deepen their experience in municipal real estate law and public sector legal practice. The attorney will work closely with senior counsel, City agencies, and DCAS program staff to ensure legally sound and timely support of DCAS&rsquo;s real estate operations.<br>

The ideal candidate must be an motivated and detail-oriented attorney with strong legal research and writing skills, an interest in municipal real estate law, and a collaborative approach to problem-solving. They should be comfortable working in a fast-paced, deadline-driven environment and eager to grow their legal expertise while supporting cross-functional teams on high-impact citywide real estate matters.<br>

Responsibilities:<br>

<ul><li>Review, draft, and negotiate lease-out agreements, licenses, and other real estate-related legal documents involving City-owned properties or acquisition thereof.</li><li>Conduct legal research and prepare memoranda on matters related to property law, landlord-tenant law, and real estate transactions.</li><li>Support the Managing Counsel and Deputy General Counsel in developing and implementing policies and processes that advance DCAS&rsquo;s real estate strategy.</li><li>Participate in meetings with internal clients (such as RES staff) and external stakeholders to provide legal input and ensure accurate documentation.</li><li>Coordinate with the NYC Law Department on routine matters and support the Managing Counsel in litigation preparation or document production as needed.</li><li>Track deadlines, review documents for legal sufficiency, and ensure compliance with applicable laws, rules, and procedures.</li><li>Perform Line of Service (LOS) general legal intake attorney rotation matters.</li><li>Perform other legal and administrative duties as assigned by the Managing Counsel or Deputy General Counsel.</li></ul><br>

</b></div><p><i>Collaborate with colleagues around the world on cutting edge operational resiliency and third-party risk issues.
</i></p><ul><li>Develop, lead and inspire a team of legal experts, fostering a collaborative and high-performance culture. Provide strategic direction and mentorship to ensure the team&rsquo;s success.
</li><li>Provide legal support and strategic advice on operational resiliency, business continuity management, technology resiliency and third-party risk management to legal colleagues and business clients on a global basis.
</li><li>Collaborate with senior leadership and other key stakeholders to ensure a cohesive approach to managing risks associated with third parties and business disruption.
</li><li>Engage in readiness planning, crisis response plan development and exercise planning.
</li><li>Lead legal response efforts for major enterprise operational and technology crises, including supporting response to global geopolitical events.
</li><li>Support global regulatory examinations and inquiries from regulators to assist the company in demonstrating compliance with legal and regulatory requirements and supervisory expectations.
</li><li>Develop and support contracting strategy to comply with global resiliency and third-party risk legal requirements.
</li><li>Engage in lobbying and compliance efforts for both global operational resiliency and third-party risk management requirements, including developing relationships with government affairs colleagues, trade associations and industry groups to develop regulatory harmonization and information sharing strategies.
</li><li>Assist in the development of American Express strategy and policies related to operational resilience and third-party risk management and advise on public disclosures around business disruption and third-party risk.
</li><li>Oversee preparation and delivery of internal training on operational resilience and third-party risk management.
</li><li>Build positive working relationships across the legal department, business, and enterprise resiliency, third party risk management, and technology teams, and build relationships with external industry and trade groups.
</li><li>Implement and improve methods for legal knowledge management within the team and foster a collaborative team culture.

</b></div><ul><li>J.D. with eligibility to practice law in New York.
</li><li>8+ years of work experience involving resiliency and third-party risk management issues in a law firm and/or in-house corporate legal environment.
</li><li>Demonstrated ability to lead and manage teams with a track record of inspiring and motivating others, including leading international teams.
</li><li>Strong strategic thinking and decision-making skills.
</li><li>Ability to align legal strategies with the company&rsquo;s long-term goals. Experience in shaping and implementing strategic initiatives.
</li><li>Significant experience with global legal requirements and guidance related to resiliency and third-party risk management, including Federal Financial Institution Examination Council (FFIEC) Business Continuity Management; federal banking agency guidance on third party risk management; Digital Operational Resilience Act (DORA); European Banking Authority Guidelines on Outsourcing Arrangements; OSFI Operational Risk Management and Resilience Guidelines; Federal Reserve SR 20-24 and 03-9 and OCC Bulletin 2003-14 Operational Resilience Guidance; National Institute of Science and Technology (NIST) and Basel Committee on Banking Supervision (BCBS) operational resilience guidance.

The ACLU seeks applicants for the full-time, <b>term-limited</b> position of <b>Staff Attorney, Senior Staff Attorney, or Senior Counsel</b> in the <b>Capital Punishment Project </b>of the ACLU&rsquo;s National office in <b>Durham, NC or New York, NY. </b>This is a two-year, term-limited position. <b>This position may be eligible for remote work in the United States.</b></p>

The Capital Punishment Project, part of the ACLU&rsquo;s Center for Justice, challenges the unfairness and arbitrariness of capital punishment while working toward the ultimate goal of abolishing the death penalty. The Project engages in public advocacy and strategic litigation, including the direct representation of capital defendants, challenges to systemic problems in the administration of capital punishment, and amicus briefings.</p>

This position is a new role dedicated to identifying and implementing strategies to challenge and expose unlawful execution practices by outlier states. Reporting to the <b>Project Director</b>, the <b>Staff Attorney, Senior Staff Attorney, or Senior Counsel</b><b> </b>will develop and strengthen narratives and strategies for systemic litigation, public education, and stakeholder meetings and trainings. The position may include litigation of individual clients&rsquo; cases in state and federal court.</p>
