Secondary Lead Design Engineer

We are currently seeking a Secondary Lead Design Engineer for one of our very well-known client, to be based in their Dubai office.

Job Purpose: The Role

The Lead Secondary Engineer is the technical guarantor of the proper performance of design works conducted in his/her field of activity, in matter of committed design budget (man days), deadline and Quality, in line with Customer expectation, while promoting ease of installation, operation and maintenance of the system.

As a High Voltage Substation Control, protection & low voltage system designer Engineer, your main responsibility is to design, be part of the design of the design of a high-voltage & HVDC substations, ensuring their reliability, efficiency, and compliance with industry standards, protection standard, and regulations. Collaboration with other engineers and support for project documentation and continuous improvement initiatives are also key aspects of this role.

He/she plans basic and detailed design activities, manages & oversees detailed execution progress, coordinates delivery of required engineering documentation for procurement, manufacturing and site erection associated to concerned activity, based on Customer specifications and requirement, and internal standards.

He/she coordinates elaboration of documents done internally or through subcontracting.

Key Missions :

Project management

• Scope of work & time schedule
• Establish, based on tender and contract analysis, and project strategy, the list of documents to produce for his/her field of activity.
• Evaluates with PEM or PM engineering workload and deliverables dates for concerned package, and commits to such budget in man days and in time delivery.
• Time delivery mastering
• Ensures on-time delivery of design, including Partner documents, to stakeholders with suitable quality
• Anticipate and mitigate delivery issues and recommend changes.
• Lead & coordinate his/her design team .
• Manage and monitor detailed execution progress and short-term plan.
• Request from PEM or PM required technical coordination meetings with partners or key suppliers if & when appropriate, to synchronize respective designs
• Give necessary input for management / monitoring detailed execution progress and short-term plan Resources.
• On monthly basis, measure design physical progress on relevant studies, and provides PEM with relevant data for evaluation of ETTC
• Manage design time spent in man-hours on relevant activities.

Project strategy & risk management

• Follows & implements project strategy
• Highlights scope or design changes (data for claims, VO..)
• Informs PEM / PM of design issues all along project execution and propose range of solutions for decision; follow solutions agreed up to resolution
• Updates risk assessment related to engineering & applies mitigation plan when required
• Pro-actively generate and manage opportunities

Customer relationship

• Analyse customer technical requirements
• Ensures compliance to customer requirements
• Represents customer interests in the design decisions at PM request
• Manage customer comments
• Attend Customer technical meetings, upon PEM or PM request
• Coordinate with Partners coordination regarding customer technical comments on their scope

Document & configuration management

• Manages & tracks evolution of input data
• Track customer comments and answers, along with document resubmission
• Manage return status of project documentation (approved, comments, resubmit, rejected)
• Ensures traceability from Customer requirements to equipment specifications
• Ensures conformance of material with specification & documentation
• Tracks & manages identified or potential deviations
• Manages evolution of customer requirements & associated impacts

Design expediting

• Participates to issuance of technical specifications and basic document to enable procurement of main items and plant detailed design.
• Prepares and or coordinates elaboration of document, calculation, Simulation, to validate technical options proposed to the customer
• Looks for cost optimization in all design phases and mainly during basic design
• Ensures technical consistency of design area and associated performance level
• Obtains or provides support to insure compliance to technical "state of the art" and applicable standards & regulations.
• Checks documents.
• Provides technical assistance to sourcing upon request.
• Prepares subcontracting files (Scope, Deliverables, Inputs, Schedule).
• Checks design subcontractor deliverables.
• Organizes review meeting with subcontractors.
• Contributes to OMM & As-built issuance.

Desired Profile and Experience

• Technology Academic studies, Diploma of high education or equivalent education (electrical or mechanical, function of field of activity involved)
• Most suitable candidates will come from the technical stream
• 5-8+ years engineering experience with TAQA in UAE in the related activity/discipline, preferably in project & EPC type environment in T&D, STATCOM, Power Gen or Oil &Gas industry, or 2 to 4 Medium Set projects in position of Lead Engineer (Must be approved by TAQA).
• Knowledge of Project organisation and engineering processes related to his/her scope of activity.
• Experience of project technical management processes, preferably in a multi-disciplinary team’s context with multiple interfaces.
• Several experiences in managing externally subcontracted design work package of various sizes.
• English working knowledge
• Experience in technical problem solving.
• Knowledge of Transmission or Distribution industry
• Willingness to work in different locations for short or medium period and to travel worldwide.
