The Senior Accountant II is a key member of the Finance Department responsible for advanced accounting functions, financial reporting, and oversight of complex funding streams. This position supports the Chief Financial Officer (CFO) in managing governmental accounting activities, construction project tracking, and treasury-related income. The role requires strong analytical skills, attention to detail, and the ability to collaborate across departments and with external partners, including the Tulsa Library Trust.

Starting Salary Range: $4,717.00 - $5,900.00 / month

Essential Duties and Responsibilities:
- Track, monitor, and reconcile government funding sources, expenditures, and budget allocations.
- Assist the CFO with financial reporting and long-term financial planning, especially as it relates to construction projects.
- Track construction-related funding, expenses, and project budgets; ensure compliance with applicable regulations and funding requirements; and prepare related reports for presentation.
- Attend construction and capital project meetings, when needed; provide financial insight, reporting, and documentation support.
- Work closely with the Tulsa Library Trust to coordinate financial activities, reporting, and fund tracking.
- Confirm library account balances associated with the Tulsa Library Trust is in balance for the year-end audit.
- Track County Treasury income, including interest earnings and other investment-related revenues, and prepare related reports for presentation.
- Review entries in the accounting system as they relate to assets and confirm accuracy for end-of-year reporting.
- Ensure compliance with governmental accounting standards, policies, and procedures.
- Support annual audits by preparing schedules, documentation, and responding to auditor inquiries.
- Help with forecasting and analysis for the construction projects currently in progress and projected to be completed within the next five years, and prepare related reports for the CFO.
- Work closely with the Facilities Department to manage their invoices and coding as it relates to the Finance Department.
- Maintain accurate and organized financial records in accordance with records retention policies.
- Perform other related duties as assigned.
Qualifications
- Strong knowledge of governmental accounting principles (GASB preferred).
- Ability to manage multiple complex projects and deadlines simultaneously.
- Advanced analytical and problem-solving skills.
- High level of accuracy and attention to detail.
- Strong communication skills, with the ability to present financial information clearly to non-financial stakeholders.
- Proficiency in accounting software and Microsoft Excel (advanced level preferred).
- Ability to work collaboratively with internal departments and external organizations.
Education & Experience
- Bachelor’s degree in Accounting required; Master's degree in Accounting or Business preferred.
- Minimum of 5–7 years of progressively responsible accounting experience.
- Experience in governmental or nonprofit accounting required.
- Experience with construction or capital project accounting preferred.
- Experience with accounting for bonds preferred.
Physical Activity & Environmental Conditions
Work occasionally requires stooping or bending. Occasional light lifting, such as three or four reams of paper, four or five books, or other materials (up to 20 pounds) may be required.
There are no major sources of discomfort; work is essentially conducted in a normal office environment with acceptable lighting, temperature and air conditions.
