Job Duties:

  • The Senior Accountant/Budget Analyst execute budgetary procedures, explain the use of budgetary documents, interprets policies and procedures and prepares budgetary reports and amendments for review. Analyze complex budgetary requests for completeness, verifies calculations and estimations, summaries budgetary statements of program objectives versus activities and assesses program cost/benefits. Examine trends and fluctuations of personnel, fringe and operating to inform management of budget excesses or deficits. Ensure complete and accurate documentation of all financial transactions.

  • Prepare all budget entries as needed in the Grants Management (GM) and Funds Management (FM) Modules of the Statewide accounting system (SCEIS) to ensure adequate funding is properly aligned with projected expenditures.

  • Complete analyses required to determine appropriate funding levels and allocate budget accordingly, and ensures all transactions are posted in accordance with generally accepted accounting principles (GAAP) and aligned with state funded programs.

  • Coordinate and adapt budget activities with those of Procurement and Accounts Payable to enable smooth year-end purchase order carry forwards.

  • Maintain a comprehensive understanding of SCEIS GM and FM Modules and Business Warehouse reporting tools.

  • Respond to all reported budget errors and move budget to address as soon as possible.

  • Monitor budgetary procedures to ensure they are conducted in compliance with State and SCDSS regulations and laws.

  • Perform other duties or special projects as assigned.

Minimum and Additional Requirements

A Bachelor’s Degree in accounting, business, or related field and two (2) years of professional experience in a related area such as accounting business administration, finance, auditing or budgeting.
