About Learning Hub

CERP Learning Hub is committed to building the capacity of researchers, policymakers, and other stakeholders to promote evidence-based policy making in Pakistan. We offer a range of training programs and workshops on research methods, policy analysis, and data analysis to help build the skills and expertise of our partners. CERP also designs quality education products to develop human capital in Pakistan. Through our programs, CERP aims to enhance organizational capacity to use evidence in decision-making across multiple sectors.

Since 2014, our Learning Hub has trained more than 6000 individuals, from more than 400 participating organizations that include the Government, Private Sector, Development Sector, Not-For-Profit Organisations, Academia, and Multilateral Donor Organisations. Training participants include members of the Civil Services Academy, the National School of Public Policy, Planning Commission of Pakistan, P&D Sindh, Human Rights Commission of Pakistan, Akhuwat Foundation, Federal Board of Revenue, DFID, as well as executive leadership from private organizations such as Tata Pakistan and Hashwani Group.


About Role

The Senior Associate – Learning Hub will play a central role in designing and delivering high-quality curricula, learning programs, and pedagogical tools with a strong focus on quantitative methods and analytical skills.

The position involves conceptualizing and implementing training programs, developing evaluation frameworks, creating data-driven case studies, and leading knowledge dissemination efforts. The Senior Associate will also support project management, faculty training, and stakeholder engagement to strengthen the overall impact of CERP’s capacity-building initiatives.


Job Responsibilities

1. Strategic Responsibilities

  • Contribute to the design and implementation of Learning Hub’s capacity-building strategy.
  • Support the development of innovative, data-driven curricula and learning modules for diverse audiences across the public, private, and nonprofit sectors.
  • Design and lead initiatives to evaluate the effectiveness of CERP’s training programs and recommend improvements.
  • Contribute to strategic planning and research dissemination to enhance CERP’s impact in the education and development space.


2. Project & Stakeholder Management

  • Coordinate with faculty, research teams, and partner organizations to ensure timely delivery of training and learning products.
  • Manage outreach and engagement efforts to attract participants, partners, and collaborators.
  • Support project planning, budgeting, and reporting in coordination with the Learning Hub leadership.
  • Represent CERP and the Learning Hub in stakeholder meetings, workshops, and policy dialogues.


3. Technical & Functional Expertise

  • Design, develop, and implement training curricula, pedagogical frameworks, and learning materials.
  • Conduct rigorous evaluations of Learning Hub initiatives using quantitative and qualitative methods.
  • Develop and analyze datasets using statistical software (e.g., Stata, R, or Python) to assess training outcomes.
  • Lead the design and development of case studies based on CERP’s research portfolio, serving as teaching aids and policy dissemination tools.
  • Maintain documentation and ensure adherence to quality and ethical standards in content and data use.


4. Operational Responsibilities

  • Manage and monitor progress on training plans, events, and project deliverables.
  • Support coordination of logistics, communication, and administrative processes for workshops and training programs.
  • Facilitate and deliver sessions during trainings, seminars, and policy dialogues.
  • Prepare reports, field notes, and progress updates for internal and external stakeholders.


Entry Requirements

Qualifications & Experience

  • Graduate degree in Economics, Public Policy/Administration, Education, Political Science, or a related field from a recognized university.
  • 3–4 years of relevant work experience in curriculum design, capacity building, program evaluation, or training.
  • Strong quantitative background with demonstrated experience in research design, econometrics, or impact evaluation.
  • Proven ability to manage multiple work streams and collaborate effectively with diverse stakeholders.


Preferred Skills:

  • Expertise in curriculum and instructional design.
  • Advanced quantitative analysis skills, including experience with survey design, econometrics, and impact evaluation.
  • Proficiency in Stata (or equivalent statistical packages).
  • Skill in preparing instructional aids and plans.
