Job Description:
The Mississippi Department of Child Protective Services (MDCPS) is seeking a highly experienced Senior Business Analyst to support a proof-of-concept initiative leveraging Natural Language Processing (NLP) and Machine Learning to improve child welfare intake processes. This role will focus on workflow optimization, stakeholder collaboration, and translating business needs into effective technical solutions.

Key Responsibilities:

Lead workshops, discovery sessions, and stakeholder interviews to gather requirements
Analyze and document current workflows, gaps, and improvement opportunities
Develop and refine business, functional, and process requirements
Collaborate with technical teams to support AI/ML-driven solutions (NLP, algorithms)
Map and redesign workflows to improve efficiency, cost, and outcomes
Define and track metrics to measure solution effectiveness
Provide status reporting, documentation, and stakeholder communication
Coordinate and support demonstrations and stakeholder presentations
Contribute to roadmap development and final reporting
Support and lead Agile processes and scrum activities

Required Qualifications:

Bachelor’s or Master’s degree in Business Administration, Finance, or related field
10+ years of experience as a Business Analyst (state, local, or corporate environments)
Strong experience with CCWIS systems, including intake and case management processes
Experience working on COTS CCWIS implementations (e.g., RedMane or similar)
Proven experience in requirements gathering, workflow analysis, and documentation
Experience facilitating workshops, interviews, and stakeholder sessions
Strong experience with Agile methodologies
Ability to translate high-level requirements into actionable tasks
Strong skills in budgeting, scope management, and risk management
Excellent written and verbal communication skills

Preferred Skills:

Exposure to Machine Learning, NLP, or algorithm-based projects
Experience with call center operations or intake systems
Experience working with child welfare systems and data platforms
Ability to quantify business outcomes using data and metrics
