Devoted to inspecting privately-installed water/wastewater distribution and collection lines, storm-water systems, right-of-way improvements and work performed as a result of City construction projects, typically installed by contractors hired by the City. In addition to performing on-site inspections in the field, incumbents assist with project management of City construction contracts including attending preconstruction meetings, maintaining financial records, performing infrastructure acceptance walk-throughs and meeting with residents to address concerns and complaints.
Responsible for performing inspection activities to include, inspecting driveways, sidewalks, crosswalks, and curbs; inspecting complex projects and multiple sites; inspecting water, sewer, and storm drainage installations, including material quality; inspecting rights-of-way for issuance of certificate of occupancy; inspecting subgrade, stone and asphalt applications; and maintaining documentation and records.

Duties/Responsibilities

  • Performs inspections and infrastructure walk-throughs of driveways, sidewalks, crosswalks, curbs, water, sewer, and storm drainage installations and other construction facilities, as assigned to ensure compliance with ordinances, regulations, policies, and procedures.
  • Coordinates construction inspections for complex projects and/or at multiple sites; collaborates with a variety of stakeholders; attends meetings; reviews work, ensuring compliance with project plans, contracts, specifications, requirements, and related documentation; responds to concerns and questions; and troubleshoots construction issues.
  • Inspects and tests construction material quality, applications and construction processes; performs pressure and quality tests; monitors ongoing construction operations, identifying and making recommendations for correcting non-conforming issues; and issues stop-work orders, certificates of occupancy, and other documentation.
  • Prepares reports, and maintains project and department documentation, including financial records, plans, contracts, punch lists, and drawings; and takes photographs to document ongoing inspection, construction, contractor work.

Minimum Qualifications & Experience

  • High School Diploma or equivalent (GED, HiSet, TASC).
  • Four years of related experience sufficient to understand the operational, technical, or office processes involved in the assignment.
  • A valid North Carolina Class “C” Driver’s license with a satisfactory driving record obtained within a timeframe established by the City.

Additional Preferred Skills

  • Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups.
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
  • Experience working in a team environment to complete assignments.
