To support the development and successful implementation of the section's framework, whilst managing all aspects to develop recommendations for measures to improve the work climate in the organization.
Responsibilities
- Manage the tendering process and all of its relevant areas consisting of sourcing, evaluating and awarding.
- Receive, review and edit project requirements from end users, and consequently communicate to the suppliers.
- Liaise with end users to keep track of financial and technical areas of projects.
- Represent the organization in contractual discussions of contracts and tenders.
- Coordinate and manage negotiation meetings between DIEZ and suppliers, and participate in negotiating contract terms, pricing and payment schedules.
- Source the best and most suitable suppliers in the market to ensure quality and cost efficiency.
- Prepare and cascade periodic status reports for the management team.
- Assist with the development and implementation of long- and short-term departmental strategies.
- Assist in establishing tendering and contracting policies, procedures, and standards, to protect the organization's rights and best serve the customers.
- Discuss with end users the projects required within the annual plan in order to prepare accordingly.
- Perform financial evaluations of proposals and submissions to determine the most competitive bids within pre-defined general guidelines.
- Maintain an updated database of vendors and suppliers for ease of reference at any time as would be required.
- Manage pre and post contract phases, including variations terminations and evaluations.
- Prepare review and communicate contracts and all official correspondences.
Qualifications
- A minimum of 3 years of relevant experience
English language required (advanced); Arabic language desired (working knowledge)
