Senior Financial Accounting Specialist

This Support position is designated as Level 16 and has a starting salary of $84,460 with the potential to increase based upon education and relevant work experience


Job Summary:
The Senior Financial Accounting Specialist works independently to provide accounting/financial and or human resource/payroll support to the Bucks IU and school districts and career and technical centers (CTC’s) upon request.

Essential Functions:

  • Supports accounting and finance needs at the Bucks IU and onsite in school districts and CTC’s as needed.
  • Responsible for preparing and maintaining assigned budgets including revenues, expenses, and salary and benefit projections.
  • Perform financial analysis of assigned budgets; identify trends, variances, and explain changes.
  • Prepare and post journal entries and budget transfers as necessary.
  • Provide periodic financial reporting as requested.
  • Prepare board motions as needed.
  • Submit annual grant and budget application materials using prescribed materials and systems as required.
  • Collaborates with program owners to develop budgets, assess program needs, and provide exemplary business partner support.
  • Prepare and submit periodic reporting for state and federal grants including quarterly cash-on-hand reports; failure to submit completely and timely could result in the loss of grant funding.
  • Reconcile bank statements, proofs cash and investment accounts against software.
  • Monitor cashflow as needed.
  • Process credit card reimbursements.
  • Maintain and reconcile general ledger accounts on a monthly basis, making any adjusting entries as necessary.
  • Generates financial reports as necessary.
  • Enter and post new and revised budgets in the financial system.
  • Assists with the financial and record keeping of grants for annual audits.
  • Assists with the financial and record keeping for state and local audits, including documentation for Governmental Accounting Standard Board (GASB) reporting.
  • Runs payroll reports and reviews reports as necessary.
  • Update and/or create account codes and program codes in accounting software.
  • Meets with program directors and staff to review budgets and recommend changes; translates financials to non-financial staff.
  • Assists with departmental projects related to process improvements.
  • Assists with human resource functions that may include onboarding, personnel action forms (PAF), offboarding, tuition reimbursement
  • Assists with timekeeping and/or payroll functions including tax payments and filings
  • Flexibility in accommodating various assignments at districts and CTC’s in duration and scope.
  • Maintains positive relationships with school districts and CTC’s.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Position Type/Expected Hours of Work: This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work may vary based on position and division but generally are from 8:30 a.m. to 4:30 p.m. Occasional evening and/or weekend work may be required as job duties demand.

Travel: Travel will be required to provide support to districts and/or CTCs as needed. In support of the position, there may include the need for overnight accommodations.


Qualifications


Education and Experience:

  • Bachelor’s Degree in Accounting or Finance required.

Knowledge, Skills, and Abilities:

  • Minimum of three (3) years’ experience in a similar role.

  • Possesses a thorough, working knowledge of fund accounting: debits, credits, revenue and expense transactions, and general ledger account analysis.

  • Possesses working knowledge of human resources and payroll.

  • Excellent organizational skills necessary for managing competing priorities and deadlines.

  • Advanced computer and Excel skills, including the ability to learn various software applications.

  • Excellent written and oral communication skills.

  • Possesses appropriate interpersonal communication skills to work with people on all levels within the organization, Board Members, the community, and district /CTC stakeholders.

  • Ability to work independently and make decisions relying on problem-solving skills.

Work Authorization/Security Clearance (if applicable): Citizenship or work authorization to work in the United States required.
