Senior Account / HR Manager – Federal IT Consulting

What You'll Do
- Provision and manage user accounts, access profiles, and job roles for internal and external users within federal applications
- Perform account maintenance, compliance monitoring, and periodic access reviews
- Support system testing including creation and management of test accounts as needed
- Process end-to-end payroll using ADP (semi-monthly cycles)
- Validate state unemployment (SUI/SUTA) rates and state tax withholdings across multiple jurisdictions before every payroll run
- Reconcile payroll reports, resolve discrepancies, and ensure on-time filings
- Review and validate all vendor and subscription invoices (benefits, recruiting platforms, SaaS tools, etc.) before approving for payment
- Prepare and send client invoices tied to federal contract deliverables
- Run full onboarding for new hires and 1099 consultants — offer letters, I-9/E-Verify, background checks, benefits enrollment
- Coordinate government badge/access requests and security clearance paperwork
- Administer annual and mid-year performance review cycles
- Manage employee records, status changes, separations, and HRIS data integrity
- Support benefits administration, leave tracking, and employee relations inquiries
- Assist with OFCCP/EEO/AAP compliance reporting required for federal contractors
You Must Have
- 5+ years of HR experience at a federal IT consulting or government contracting company
- U.S. Citizenship required — this role directly supports a federal contract and requires an IT-II Non-Critical Sensitive (Tier 3/T3) security clearance at time of hire
- Hands-on ADP payroll processing experience
- Proven experience validating multi-state unemployment and tax withholdings
- Familiarity with federal contracting environment — SCA, DCAA timekeeping, FAR/DFAR basics
- Working knowledge of E-Verify, background investigations, and clearance processes
- Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint)
- Strong attention to detail — payroll and invoicing errors are not an option
Nice to Have
- PHR, SHRM-CP, or FPC certification
- DoD 8570 Baseline Certification (IAT Level I)
- Experience with Unanet, Costpoint, or Deltek for government contract accounting
- Exposure to GSA schedules, GWAC, or IDIQ contract vehicles
