Senior Account / HR Manager – Federal IT Consulting

What You'll Do

  • Provision and manage user accounts, access profiles, and job roles for internal and external users within federal applications
  • Perform account maintenance, compliance monitoring, and periodic access reviews
  • Support system testing including creation and management of test accounts as needed
  • Process end-to-end payroll using ADP (semi-monthly cycles)
  • Validate state unemployment (SUI/SUTA) rates and state tax withholdings across multiple jurisdictions before every payroll run
  • Reconcile payroll reports, resolve discrepancies, and ensure on-time filings
  • Review and validate all vendor and subscription invoices (benefits, recruiting platforms, SaaS tools, etc.) before approving for payment
  • Prepare and send client invoices tied to federal contract deliverables
  • Run full onboarding for new hires and 1099 consultants — offer letters, I-9/E-Verify, background checks, benefits enrollment
  • Coordinate government badge/access requests and security clearance paperwork
  • Administer annual and mid-year performance review cycles
  • Manage employee records, status changes, separations, and HRIS data integrity
  • Support benefits administration, leave tracking, and employee relations inquiries
  • Assist with OFCCP/EEO/AAP compliance reporting required for federal contractors

You Must Have

  • 5+ years of HR experience at a federal IT consulting or government contracting company
  • U.S. Citizenship required — this role directly supports a federal contract and requires an IT-II Non-Critical Sensitive (Tier 3/T3) security clearance at time of hire
  • Hands-on ADP payroll processing experience
  • Proven experience validating multi-state unemployment and tax withholdings
  • Familiarity with federal contracting environment — SCA, DCAA timekeeping, FAR/DFAR basics
  • Working knowledge of E-Verify, background investigations, and clearance processes
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, SharePoint)
  • Strong attention to detail — payroll and invoicing errors are not an option

Nice to Have

  • PHR, SHRM-CP, or FPC certification
  • DoD 8570 Baseline Certification (IAT Level I)
  • Experience with Unanet, Costpoint, or Deltek for government contract accounting
  • Exposure to GSA schedules, GWAC, or IDIQ contract vehicles
