Senior Manager - Fire & Safety - MBS Stadium - SPA 375

Qiddiya Investment Company is seeking a Senior Manager - Fire & Safety for the MBS Stadium project, this role is responsible for the development, planning, review, assurance, and monitoring of the Project Fire Strategy and Fire Safety Management Plan throughout the construction phase of the MBS Stadium Project.

The role provides independent professional fire engineering and fire safety leadership, ensuring that construction activities, temporary works, sequencing, and interfaces do not compromise life safety, asset protection, or regulatory compliance, while supporting project delivery objectives.

The role operates across both Delivery and Safety functions, acting as a critical technical authority, integrator, and assurance role.

Key Responsibilities
  • Fire Strategy & Planning:
    • Develop, maintain, and govern the Construction Phase Fire Strategy, aligned with: Approved design intent
    • Phased handovers and partial occupations
    • Temporary works and evolving site conditions
    • Produce and maintain the Project Fire Safety Management Plan (FSMP) for construction activities
    • Ensure the fire strategy remains live, dynamic, and construction-stage appropriate, including transitional states
  • Design Review & Assurance:
    • Review and assure fire and life safety elements of construction drawings and shop drawings
    • Method statements and construction sequencing
    • Temporary works designs impacting fire risk
    • Ensure design changes, value engineering, and site deviations do not undermine the approved fire strategy
    • Provide fire safety input to change management and technical queries (RFIs, NCRs, concessions)
  • Construction Monitoring & Compliance:
    • Monitor implementation of fire safety controls on site, including means of escape (temporary and permanent)
    • Fire compartmentation integrity
    • Fire stopping and penetration management
    • Temporary fire protection measures
    • Verify compliance with approved plans, permits, and procedures through inspections, audits, and site walks
    • Track, report, and close fire safety observations and non-conformances
  • Interface with Delivery Teams:
    • Act as a trusted advisor to Construction, Package, and Interface Managers
    • Support safe sequencing and staging of works while maintaining programme momentum
    • Proactively identify conflicts between construction activities and fire safety requirements and provide practical solutions
  • Contractor & Supply Chain Oversight:
    • Ensure the review and approve contractor fire safety submissions, including construction fire plans
    • Emergency Response Plans
    • Hot works and high-risk activity controls
    • Ensure contractors implement competent fire safety supervision and site arrangements
    • Lead fire safety workshops, briefings, and coordination meetings with contractors
  • Emergency Preparedness & Incident Readiness:
    • Develop and oversee site-wide construction emergency response arrangements for fire scenarios
    • Coordinate fire drills, exercises, and readiness assessments
    • Liaise with local emergency services as required
  • Regulatory & Authority Interface:
    • Ensure compliance with Saudi Civil Defense (SCD) requirements
    • Local authority regulations
    • Applicable international codes and standards
    • QIC minimum standards
    • Support inspections, approvals, and authority engagements related to fire safety during construction
  • Reporting & Governance:
    • Provide clear, structured reporting on fire safety performance, risks, and trends
    • Escalate material fire safety risks through programme governance channels
    • Contribute to programme risk registers, assurance reviews, and leadership briefings
  • Leadership & Capability Building:
    • Provide mentorship and technical guidance to safety and delivery teams
    • Promote a strong fire safety culture across the programme
    • Support competency development and awareness across the workforce
  • Key Deliverables:

Requirements
  • Bachelor's degree in Fire Engineering, Fire Safety, Engineering, or related field
  • A minimum of 12 years' relevant experience in fire and safety management, and fire engineering
  • Extensive knowledge of fire safety codes, familiarity with Saudi Civil Defense approval processes standards
  • Relevant certifications such as NEBOSH, CFPA, or equivalent are highly desirable
  • Strong stakeholder and interface management
  • Ability to balance life safety and delivery pressures
