Job Summary: Under the direction of the Director of Human Resources, the Senior Manager of Human Resources is responsible for aligning with and carrying out work set by the Director of Human Resources. This role is responsible for providing guidance, counseling, and sound direction through interpretation of policies and procedures to the Human Resources team for the day-to-day operations of the department including but not limited to employee relations, benefits and compensation management, professional development and performance reviews, and recruitment and retention practices. The Senior Manager of Human Resources ensures compliance with employment laws and regulations, supports supervisors with employee relations, policy interpretation, and disciplinary issues, and conducts workplace investigations.. The Senior Manager participates in developing department goals, objectives and systems.

Essential Functions:
Duties and Responsibilities:
Supervision of Human Resources Specialists and Generalist:
Ensure compliance with employment laws and regulations, agency policies and procedures, and union agreements.
Ensure daily human resources operations are completed accurately and in a timely manner with excellent customer service to employees.
Help foster an environment for positive change; assist employees in identification and removal of obstacles.
Act as a catalyst to change in helping others accept and optimize change.
Respond to employment, hiring, compensation, employee and labor relations, employee development questions and concerns.
Identify legal risks for the organization and respond in a timely and appropriate manner.
Work collaboratively to develop action plans and facilitate resolution of concerns.
Inform employees of changes in personnel policies; counsel employees on personnel policies, questions and policy interpretation.
Advise HR Specialists and supervisory staff on policy interpretation and “best practices.”
Maintain compliance with federal and state regulations concerning employment
Coordinate the job evaluation process and assist in their evaluation and classification.
Oversee the creation, implementation, and maintenance of job descriptions and assist and advise managers with job description revisions and updates.
Oversee Employee Relations
Receive formal and informal complaints from employees.
Determine how the complaint should be addressed including investigation and determination of any violation of laws, policies, or procedures.
Advise supervisors on appropriate disciplinary action including warnings, suspensions and terminations when needed.
Develop solutions to related problems and respond to concerns.
Provide Training & Consultation
Consult with directors on salary issues including reclassifications and promotions and other salary administration issues.
Provide consistent and effective consultation and coaching to Community Action Managers, Supervisors and staff to result in a positive, supportive environment where employees can succeed in a changing environment.
Facilitate and coach individuals in a direction consistent with the policies, procedures, vision, mission and goals of the organization, division or department.
Support Agency Supervisors with performance management including annual performance reviews, performance improvement plans and disciplinary actions.
Oversee the agency’s monthly supervisor training series by planning and/or facilitating training
Oversee and Administer the Agency’s Compensation System
Ensure that the compensation program is consistently administered, and in compliance with agency policies and applicable regulations.
Review, monitor and track how compensation policies and procedures impact performance management and recommend plan revisions as necessary.
Provide guidance on compensation decisions and ensure a consistent and documented process for determining compensation decisions, including compensable time such as breaks, overtime, travel time, time in training, etc.
Keep abreast of compensation trends, participate in salary surveys and review relevant and current salary survey information to ensure alignment with the agency's total employee compensation philosophy.
Other
Evaluate survey data in comparison with agency offerings and make recommendations as necessary.
Represent the agency during unemployment claim appeals.
Participate in HR department projects, teams, assigned areas of expertise and provide back-up of HR staff.
Facilitate the interface between HR initiatives and implementation within the organization including employee appreciation efforts.
Attend Agency meetings and training sessions as requested.
Performs other related duties as requested or needed.
Safety: Responsible for conducting all duties in a safe manner.
Qualifications:
Education & Experience:
Bachelor’s Degree in Human Resources or related field with six (6) years of experience in the field or an equivalent combination (10 years combined total) of education and sufficient experience to successfully perform the essential duties of the job.
Three (3) years supervisory experience is required.
Human Resources Professional Certification strongly preferred including SHRM-CP, SHRM-SCP, PHR, SPHR, or other related certification.
Experience in labor relations in a union environment is strongly preferred.
Experience working in a non profit organization is preferred.
UKG Pro and Workforce Management experience beneficial
Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills:
Must be highly proficient in Microsoft Office Suite (Word, Excel).
Must have the ability to utilize Gmail, Google Drive and Google Docs.
Must have strong Human Resources Systems/database management skills and the ability to master the basics of report generation and data analysis. UKG experience is beneficial.
Must be highly organized and be able to meet deadlines, multi-task and work under pressure.
Must have excellent oral, math, grammar and written communication skills and maintain confidentiality.
Must be able to communicate effectively with individuals and/or groups of varied socio-economic and multi-ethnic backgrounds.
Must be able to identify and research problems and recommend solutions.
Must be able to work independently and as a team player.
To ensure compliance with program requirements, and safety of staff and clients, the ability to communicate effectively in English, both verbally and in writing is required.
Driver’s License: Because of the multiple locations across two counties, a valid driver’s license and reliable transportation on a daily basis is required.
Work Knowledge: Knowledge of EEO/AA laws, regulations, and guidelines; personnel policies and practices; labor relations; and personnel management.
Physical Requirements: Normal office physical exertion required.
Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, and the ability to function independently.
Environmental Requirements: Normal office environment. May be eligible to work a hybrid schedule with 80% of the time in the office with supervisor approval.

Full Salary Range: $73,156.48 - $117,603.04 Annually

Schedule: M-F, 40 Hours/Week, Full Year, Exempt
8:00am-4:30pm
Hybrid Capability: This position has 0% -20% hybrid capability with supervisor approval.
