Senior PMO Specialist – Construction Projects

We are seeking a highly organized, industry-savvy Senior PMO Specialist – Construction Projectsto serve as the backbone of our operations. This isn't a typical desk job. You will be the bridge between our engineers in the field and the executive office, ensuring that project documentation, permits, and subcontractor schedules move as fast as our builds.

Key Responsibilities

1. ROLE PURPOSE (Executive Definition)

To act as the central control and reporting function for all construction-related projects, ensuring accurate, timely, and validated visibility to the CEO across:

  • Maintenance Projects
  • Expansion / Fit-out Projects
  • New Construction Projects
  • CAPEX utilization

This role ensures the CEO has real-time, factual, and unfiltered project intelligence to support executive decision-making.

2. SCOPE OF COVERAGE

The role covers monitoring and reporting across all:

  • Active projects
  • Planned CAPEX initiatives
  • Ongoing maintenance programs

3. CORE ROLE POSITIONINGThis role holds no approval authority but has full visibility, reporting ownership, and escalation rights across all projects.4. KEY RESPONSIBILITIES (CONTROL-DRIVEN)4.1 Centralized Reporting Ownership

  • Own and manage:
  • Weekly Project Status Reports
  • Monthly Executive Dashboard
  • Ensure:
  • Data accuracy
  • Completeness
  • Standardization across all projects

4.2 Progress Monitoring & Control Tracking

  • Track:
  • Progress vs Baseline
  • Milestones achievement
  • Schedule deviations
  • Identify:
  • Delays
  • Bottlenecks
  • Ensure all deviations are clearly reported and escalated

4.3 CAPEX Monitoring & Reconciliation

  • Track:
  • Budget vs Actual spend
  • Cost deviations
  • Reconcile all CAPEX data with:
  • Finance
  • Procurement
  • Flag:
  • Overruns
  • Unapproved variation orders

No authority to approve or reject financial transactions.

4.4 Structured Coordinationthe

  • Coordinate with:
  • Project Managers
  • Contractors
  • Internal departments
  • Ensure consistent and timely data submission
  • Maintain standardized reporting formats

4.5 Documentation & PMO System Support

  • Maintain:
  • Project documentation repository
  • Reporting templates
  • Tracking systems
  • Ensure compliance with reporting standards

4.6 Risk Identification & Escalation

  • Identify:
  • Project risks
  • Delays
  • Cost overruns
  • Escalate issues based on the defined escalation matrix

5. DATA AUTHORITY & COMPLIANCE (MANDATORY)All Project Managers and relevant departments are required to provide accurate, complete, and timely data upon request.

  • Non-compliance or delayed submission will be:
  • Logged
  • Escalated to CEO

6. SERVICE LEVEL AGREEMENTS (SLA)Reporting SLA

  • Weekly Report: Every Thursday before 3:00 PM
  • Monthly Dashboard: Within the first 3 working days of the month

Escalation SLA

  • Critical Issues: Within 24 hours
  • High-Risk Issues: Within 48 hours

7. RED FLAG DEFINITIONS (NON-NEGOTIABLE)

A project will be flagged if any of the following occur:

  • Schedule delay > 10%
  • Cost overrun > 5%
  • Any unapproved variation order
  • Contractor underperformance
  • Missing or inconsistent reporting data

12. RELATIONSHIP MANAGEMENTWith CEO

  • Direct reporting line
  • Full and unrestricted access for:

With Project Managers

  • Data collection and follow-up
  • No execution authority

With Finance & Procurement

  • Data reconciliation
  • Alignment on CAPEX reporting

13. GOVERNANCE BOUNDARIES (NON-NEGOTIABLE)

The role must not:

  • Approve budgets or CAPEX
  • Manage project execution
  • Issue instructions to contractors
  • Alter scope, timelines, or contracts

14. QUALIFICATIONS & EXPERIENCEEducation

  • Bachelor’s degree in:
  • Engineering
  • Construction Management
  • Project Management

Certifications (Preferred)

  • PMP – Project Management Institute
  • PRINCE2 – AXELOS

Experience

  • 3–6 years in:
  • Construction / Fit-out projects
  • PMO / project coordination roles

Technical Skills

  • Primavera / MS Project
  • Advanced Excel
  • Reporting & dashboarding

Job Type: Full-time

Pay: AED8,000.00 per month
