Job Duties:

  • The Senior Procurement Advisor provides guidance and expertise to the Procurement area as well as the agency regarding contracts for goods and services. Ensures compliance with SC Consolidated Procurement Code and Regulations. Works with contract monitoring to ensure contract clauses allow them to perform their duties.

  • Serves as the agency’s Senior Procurement Advisor, leading complex procurements in accordance with the SC Consolidated Procurement Code and all applicable sourcing methods. Serves as a P-Card Liaison.

  • Advises the Procurement Director on procurement strategy, compliance, and best practices, and serves as liaison with the State Fiscal Accountability Authority/Division of Procurement Services (SFAA/DPS).

  • Tracks changes to the SC Procurement Code and updates the agency’s Chapter 13 Contracts Procurement Manual to ensure continued compliance.

  • Develops and delivers procurement training in collaboration with the Procurement Director, including on boarding support for new Procurement Managers and maintenance of an internal Operations Manual.

  • Reviews and provides guidance on Sole Source, Emergency, and Inter-agency justifications, ensuring all documentation meets regulatory standards prior to release.

  • Ensures contracts are structured with clear performance measures, deliverables, and reporting requirements, and identifies compliance gaps that may impact policy or contractual obligations.

  • Participates in internal and external audits and conducts quarterly reviews of contract files to ensure compliance and documentation integrity.

  • Assists agency staff in developing specifications, issuing solicitations, managing bidder communications, coordinating evaluations and awards, and overseeing post-award activities including modifications and change orders.

  • Oversees contract administration processes, including tracking, performance measurement, reporting, and timely documentation in the agency’s electronic repository.

  • Serves as the agency’s subject matter expert on the state’s procurement systems and performs other related duties as required.

Minimum and Additional Requirements

A High School Diploma or equivalent and 8 years of procurement and contracts experience.

An Associate Degree and 6 years of procurement and contracts experience.

A Bachelor's Degree and 4 years of procurement and contracts experience.

A Master's Degree and 2 years of procurement and contracts experience.

A Certification as a CPPB (Certified Professional Public Buyer), CPPO (Certified Public Purchasing Officer) or CPM (Certified Purchasing Manager) may substitute for two years of the qualifying experience.
