Overview:
WiSC Enterprises is seeking an experienced Senior Programming and Budget Analyst to provide expert-level support for program planning, budget execution, and financial reporting. The ideal candidate will have extensive experience with budget formulation, spend plan development, and lifecycle financial tracking across large-scale mission-critical programs.
Responsibilities:
- Provide end-to-end support for budget formulation, justification, and execution for programs exceeding $300M annually.

Collaborate with program managers and stakeholders to develop and submit annual program budget estimates, forecasts, and spend plans.

Support the preparation and review of budget submissions, including internal and external financial taskers, performance reports, and justification documents.

Identify and verify funding for RFCs (Requests for Change), ECPs (Engineering Change Proposals), and other programmatic initiatives.

Conduct budget realignments, reprogramming actions, and funds control activities to ensure compliance with financial ceilings and quarterly obligations.

Assist in preparing documentation for appropriation determinations and internal acquisition reviews.

Participate in acquisition planning activities and coordinate with program teams to support strategic financial decision-making.

Provide subject matter expertise on program lifecycle management, including planning, scheduling, tracking, and reporting on resource execution.
Required Qualifications:
- Bachelor’s degree in Management, Business Administration, Finance, or related field.

10-15 years of experience in government programming, budgeting, or financial analysis roles.

Certified Defense Financial Manager (CDFM) or equivalent certification.

Strong analytical skills with a proven ability to manage multimillion-dollar program budgets.

Experience preparing documentation for senior leadership, congressional justifications, and financial audits.

Excellent communication, collaboration, and briefing skills.

TS/SCI with POLY is required to start
Desired Qualifications:
- Prior experience with NIP and MIP programs or similar intelligence-related funding environments.

Familiarity with government budgeting systems such as IPBS, CIS, PRCP, or equivalent platforms.

Background in both contractor and military budget environments.

Experience supporting Acquisition Management Boards or internal contract governance structures.
