SUMMARY:
The Senior Project Manager plays a critical role in delivering citywide projects that improve operations, services, and resident outcomes. As part of the Office of Engagement & Innovation, this position oversees cross-departmental projects—often involving technology, business process transformation, or community engagement—and ensures alignment with strategic goals. The role also includes supporting other project management staff to maintain consistency, accountability, and high-quality execution across initiatives.
KEY RESPONSIBILITIES:
  • Lead the planning, execution, and delivery of assigned city initiatives, ensuring projects meet defined scope, timeline, and quality standards.
  • Collaborate with City Management, department leads, vendors, and stakeholders to define project objectives and secure resource alignment.
  • Create and manage detailed project plans, identifying milestones, dependencies, and potential risks.
  • Facilitate regular project meetings and stakeholder updates, proactively addressing roadblocks and reporting progress.
  • Oversee contract execution, procurement processes, and budget tracking for assigned projects.
  • Apply project management best practices and tools to drive consistent execution across diverse teams.
  • Support change management efforts related to new systems, policies, or processes.
  • Assist with evaluation and implementation of software platforms, workflow tools, and performance dashboards.
  • Provide mentorship or guidance to team members or project contributors as needed.
KNOWLEDGE:
  • Strong understanding of project management methodologies (Agile, Scrum, Waterfall, Lean Six Sigma).
  • Knowledge of municipal government operations and public service environments.
  • Familiarity with procurement practices, contract negotiation, and budget management.
  • Experience with collaboration and productivity tools (e.g., Microsoft Project, Monday.com, Smartsheet).
  • Basic understanding of digital platforms, system integrations, and business process improvement.

  • Strong leadership and coordination abilities across departments and disciplines.
  • Excellent written and verbal communication skills, including stakeholder facilitation and report writing.
  • Effective at balancing detail orientation with strategic focus.
  • Demonstrated skill in resolving conflict, building consensus, and guiding teams to results.
  • Ability to anticipate project risks and design mitigation strategies.

MINIMUM REQUIREMENTS
The ideal candidate will have a minimum of seven (7) years of progressively responsible experience in project management, program management, or process improvement, with a strong track record of leading complex, cross-functional projects in government, nonprofit, or technology-driven environments. Certifications such as PMP, CPM, CSM, or Six Sigma are highly preferred. A bachelor’s degree in a related field such as public administration, business management, or information systems is recommended but not required, provided the candidate has equivalent experience. A valid Texas driver’s license is required.

WORK ENVIRONMENT
The Office of Engagement & Innovation offers flexible work schedule options determined at the time of hire. You will occasionally be required to work after hours to complete projects and meet deadlines.
