Job Summary
The Senior Project Manager – Heavy Civil is responsible for the strategic planning, execution, and financial performance of large-scale civil and infrastructure projects throughout the Western United States. This role will oversee concrete, underground utilities, earthwork, electrical trenching, and civil excavation scopes across multiple active job sites.

This position is designed for a seasoned construction leader with 20+ years of experience who brings deep field knowledge, strong business acumen, and the ability to lead complex projects from preconstruction through closeout. The Senior Project Manager serves as a trusted partner to clients, a mentor to project teams, and a key contributor to regional growth.

Essential Job Responsibilities

  • Project leadership — Direct all field operations for heavy civil projects including earthwork, mass excavation, concrete structures, underground utilities, electrical trenching, and site restoration.
  • Safety ownership — Lead site safety culture; enforce OSHA and client safety standards; chair safety meetings and incident investigations.
  • Schedule and cost control — Develop, maintain, and drive critical path schedules; manage cost forecasting, change orders, and margin protection.
  • Subcontractor management — Select, negotiate, and supervise subcontractors; enforce scopes, quality, and performance metrics.
  • Quality and technical oversight — Ensure construction meets plans, specifications, testing protocols, and client acceptance criteria.
  • Permitting and compliance — Coordinate permits, environmental controls, traffic plans, and utility coordination; ensure regulatory compliance.
  • Client and stakeholder engagement — Maintain executive‑level client relationships; represent the company at owner, agency, and community meetings.
  • Risk management — Identify project risks, develop mitigation plans, and escalate issues with recommended solutions.
  • Team development — Mentor superintendents, foremen, and field engineers; recruit and develop high‑performing field teams.
  • Reporting and documentation — Deliver timely progress reports, RFI and submittal oversight, daily logs, and closeout documentation.

Other duties may be assigned as needed to support business operations.

Minimum Qualifications

Required:

  • Experience: Minimum 20 years in heavy civil construction with direct, recent experience managing large earthwork, underground piping, concrete, and electrical trenching projects.
  • Project scale: Demonstrated leadership on projects valued at $10M+ (multiple large projects preferred).
  • Technical knowledge: Deep understanding of excavation methods, shoring, dewatering, trenching safety, concrete formwork and placement, utility installation, and testing/commissioning.
  • Regulatory familiarity: Strong working knowledge of OSHA, DOT, environmental permitting, and local utility coordination processes.
  • Commercial skills: Proven experience with contract administration, change management, claims avoidance, and P&L awareness.
  • Leadership: Track record building and leading field teams, managing subcontractors, and driving performance under pressure.
  • Communication: Excellent verbal and written communication; comfortable with executive client interactions.
  • Mobility: Willingness and ability to travel and reside at project sites for extended periods; valid driver's license.
  • Education: Bachelor's degree in construction management, Civil Engineering, or equivalent experience preferred.

Preferred skills and certifications

  • Certifications: OSHA 30, First Aid/CPR, Confined Space, Competent Person for trenching/shoring, NCCER or equivalent craft credentials.
  • Software: Proficiency with project controls and scheduling tools (Primavera P6, MS Project), Procore or similar construction management platforms, and Microsoft Office.
  • Specialty experience: Heavy civil work in industrial, municipal, transportation, or energy sectors; experience with large‑diameter piping, HDD, or slurry systems is a plus.

Work Environment:

  • Majority of time spent on active civil construction sites in varying terrain and weather conditions.
  • Regular exposure to excavation sites, trenches, heavy equipment, and outdoor environments.
  • Significant regional travel required; flexibility to support projects across the Western Region.

This role requires compliance with all applicable safety regulations, personal protective equipment (PPE) requirements, and Loenbro's Environmental Health and Safety (EH&S) policies.
