Facility Planning and Standards Manager

Job Description:

Under the direction of the Facility Planning Program Director, this position assists and manages the development, implementation, and oversight of system-wide design standards. It ensures that planning, design, and construction activities across all care sites align with established standards and construction requirements. This position is responsible for maintaining and promoting consistency in the application of unified design standards to deliver a cohesive throughout the healthcare system. It integrates regulatory requirements, industry best practices, and operational needs into the design and construction standards. This position also serves as a key representative of Intermountain Health, collaborating with external Architects, Engineers, Contractors, State Agencies, Building Officials, Vendors, etc.

Shift: Monday-Friday 8am to 5pm

will require some travel to care sites periodically

Essential Functions

  • Responsible for compliance with federal, state, local, and other regulatory bodies including The Joint Commission, OSHA, and other department/care site-specific accrediting and certifying bodies relative to design standards. Tracks and maintains appropriate documentation from industry trends, regulatory changes, and best practices to update standards. Conducts research on emerging trends in healthcare design, patient experience, technology integration, infection control, and evidence-based design to inform changes to guidelines.
  • Develops and leads project teams including system subject matter experts and other in-house consultants, architects, engineers, general contractors and contracted specialty consultants to ensure compliance with design standards. Coordinates work with Facility Management (FM), Infection Prevention (IP), and other subject matter experts and departments as required to coordinate both D&C work and other projects occurring at care sites that are not managed by D&C department.
  • Provides professional assistance, direction, and leadership of development, implementation, and governance of system-wide design standards to ensure design, delivery, and experience are consistent across the healthcare system. Establishes positive working relationships with outside A/E teams and contractors/suppliers. Leads design standards implementation training for internal teams and external consultants.
  • Works with the Facility Planning Program Director to direct Consulting Architects, Engineers, and Contractors, and makes recommendations or decisions concerning design standards maintenance and compliance. Negotiates, prepares, and/or reviews professional agreements as required. Participates as a team member on project development teams as assigned.
  • Manages day-to-day management of design standards document(s) and any related templates, tools, and/or checklists to ensure clear and up-to-date documentation of the standards program. Leads coordination meetings, reviews vendor invoices, reviews quality of deliverables, and assures that decisions made are in the best interest of Intermountain Health and the Department. Collaborates with local, state, and national authorities having jurisdiction to achieve appropriate updates to and interpretation of regulatory requirements. Acts as a role model and fosters an environment of professionalism within areas of accountability.
  • Participate in solving design standards issues that arise on projects. Assures that communication between team members takes place as necessary and when a decision and/or action is required, works to solve it in a timely manner.
  • Reviews and comments on design documents, construction documents, specifications, estimates, engineering reports, and code interpretations at key milestones to ensure compliance with design standards and best practices.
  • Leads risk management efforts impacted by design standards on projects, anticipates problems, works to prevent, and reduce risk impact.
  • Works with the Facility Planning Program Director to direct the System Art Program and provides program support, including: oversees artwork selected for new construction, renovations, and existing care sites to align visual and environmental aesthetics, including branding efforts; collaborates with D&C PM’s and Facility leaders to integrate art into designs; coordinates donor-funded art initiatives and community engagement programs; maintains inventory and database of valued art across the system; ensures compliance with safety, accessibility, and infection control standards.
  • Acts as a subject matter expert and resource to others. Maintains a working knowledge and applies the International Building Codes (IBC), NFPA (Life Safety Codes), state Department of Health Regulations, and required insurance regulations to all projects. Monitors industry trends, regulatory changes, and best practices to update standards.
  • Incorporates and coordinates operations improvement initiatives and planned equipment/technology investments (clinical programs and system-wide value capture initiatives) in design standards. Integrates lessons from post-occupancy evaluations, patient satisfaction scores, and clinical feedback to improve the design standards. Communicate updates to standards and maintain accessible documentation following an established maintenance program.
  • Participates in various local and corporate design and construction teams representing planning/design/construction facility initiatives. Effectively uses professional and system-wide best practices including design guidelines and construction standards to support the delivery of quality services.

Minimum Qualifications

  • Bachelor's degree. Degree must be obtained through an accredited institution. Education is verified. OR- Associate's degree and equivalent years' experience.
  • Three (3) years of work experience in planning/design/construction operations.
  • Knowledgeable in principles of architecture, engineering, interior design, and construction.
  • Demonstrated knowledge of FGI, NFPA (13, 99, 101, etc.), and ICC/IBC codes.
  • Demonstrated knowledge of Medical Facility Design and Construction Administration and Management.
  • Demonstrated knowledge to understand and interpret Construction Scheduling, Building Codes, Contract Documents, Construction Process Documents, Estimates, and Building Standards.
  • Knowledge and/or experience with Environment of Care/Infection Control requirements.
  • Experience using word processing, spreadsheet, database, internet and e-mail and scheduling applications.
  • Excellent interpersonal and communication skills.

Preferred Qualifications

  • Master's degree in Architecture, Interior Design, Engineering, or related field.
  • Applicable professional license/registration/certification.
  • Demonstrated knowledge of Medical Facility Design and Construction Administration and Management.
  • Familiar with regulatory agencies: Joint Commission, OSHA, and other regulatory or certifying agencies in Construction Management.
  • Project Management Professional (PMP) certification.

Physical Requirements

  • Ongoing need for employee to see and read information, documents, monitors, identify equipment and supplies, and be able to assess customer needs.
  • Frequent interactions with providers, colleagues, customers, patients/clients, and visitors that require employee to verbally communicate as well as hear and understand spoken information, needs, and issues quickly and accurately.
  • Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer use for typing, accessing needed information, etc.
  • For roles requiring driving: Expected to drive a vehicle which requires sitting, seeing and reading signs, traffic signals, and other vehicles.

The hourly range for this position is listed below. Actual hourly rate dependent upon experience.

$44.33 - $68.42
