We are seeking a Senior QHSE Manager is accountable for establishing, certifying, and sustaining an integrated management system (IMS) aligned to ISO 9001, 14001, 22301, 27001, 45001, 50001 and 55001, and for assuring compliance with all applicable local regulations and client/insurer requirements.
The role provides functional leadership starting with five QHSE Specialists (Abu Dhabi, DC Engineering/Projects, Dubai & NE, Stargate, and International) and matrix oversight of site QHSE Officers/Inspectors, contractors, and service partners.
Key Accountabilities:

Translate Group QHSE & GRC strategy into resourced, annual regional plans (Abu Dhabi, DC Engineering, Dubai & NE, Stargate, International) with budgets, milestones and KPIs aligned to business objectives.

Own the Group QHSE Policy and IMS governance framework (charters, RASCI, decision rights, document hierarchy), ensuring consistent deployment across all sites and projects.

Chair monthly QHSE performance reviews; provide quarterly risk and performance briefings to ExCo/Board.

Maintain and continually improve ISO 9001/14001/45001 certifications; coordinate adjacent standards (22301/27001/50001/55001) within one integrated risk-based process model.

Ensure effective document control, legal registers, internal audit programme, CAPA management, and Management Reviews; embed IMS in operational systems (BMS, EPMS, CaFM/Planon, SCADA).

Design and execute the Group Assurance Plan (audits, inspections, behaviour-based observations, PTW/LOTO reviews, contractor governance) with risk-based coverage of all critical sites.

Standardise and verify critical controls for WAH, confined space, hot works, lifting operations, COSHH, electrical safety, and emergency preparedness.

Lead Category A/B incidents and HiPo investigations (ICAM/TapRooT/5 Why); convene learning reviews; issue Safety Alerts and Lessons Learned; verify CAPA effectiveness.

Trend events and precursors; drive preventative programmes targeting top risks.

Maintain enterprise QHSE risk registers (bow tie/critical control focus); ensure task/process risk assessments are current and effective.

Govern Management of Change for critical infrastructure (UPS, generators, fuel systems, refrigerants, cooling/CRAC/Chillers), including prestart checks and post change verification.

Lead, coach and performance manage 5 QHSE Specialists; provide technical leadership to QHSE Officers/Inspectors globally.

Maintain competence frameworks and training matrices; run PDPs, succession planning and targeted coaching for 24/7 operations.

Define QHSE pre-qualification standards; review RAMS; set onboarding, supervision ratios and performance scorecards; enforce NCR/CAPA closure.

Act as senior QHSE contact for key clients and authorities; manage external audits/assessments and statutory notifications/permits.

Ensure timely client reporting, responses and close out of actions.

Partner with Operations/Engineering on ISO 14001/50001 objectives (waste, emissions, energy efficiency, refrigerant leakage control).

Publish monthly dashboards and quarterly performance reviews; support Net Zero/ESG disclosures.
-
Own QHSE data model and taxonomy; maintain accurate leading/lagging indicators (TRIR, LTIR, HiPo, audit scores, critical control health).
-
Produce actionable insights via Power BI (or equivalent); ensure single source of truth and robust data quality.

Identify critical competence needs across Specialists/Officers/Inspectors; build an annual training plan (mandatory, role specific, emergency response, contractor management).

Develop and deliver high impact training (e.g., incident investigation, critical control verification, PTW/LOTO, COSHH, confined space, WAH, electrical safety).

Monitor training completion and effectiveness; run refreshers and micro learning based on incident and audit trends.
-
Adhere to and continuously improve departmental policies, SOPs and work instructions; maintain a controlled, consistent way of working across regions and sites.

Ensure procedures are practical, risk based and integrated with operational systems (BMS/EPMS/CaFM/SCADA), with clear RASCI and change control.

Lead CI initiatives targeting risk reduction, simplification and productivity (Kaizen/Gemba/A3); close gaps identified via audits, incidents and management reviews.

Pilot and scale digital solutions (mobile inspections, e PTW, analytics) where they measurably improve control effectiveness and efficiency.

Prepare timely, accurate QHSE performance reports (site, regional, group) with analysis of trends, root causes and recommended actions.

Comply with and role model all relevant QHSE policies/standards; proactively intervene on unsafe/non-compliant conditions; champion Just Culture and Speak Up.

Ensure effective emergency preparedness and drills; support BCM/22301 alignment with site response plans.
Minimum Qualifications:

Bachelor’s degree in Engineering, Occupational H&S, Environmental Science or related; Master’s preferred.

NEBOSH Diploma (or equivalent); IOSH/BCSP (CSP/ASP) desirable.

Lead Auditor in ISO 9001, 14001, 45001; Internal/Lead in ISO 22301/27001/50001/55001 advantageous.
Minimum Experience:

12+ years’ QHSE experience with 5+ years leading multi‑site teams in mission‑critical environments (data centres/high reliability).
