Senior Quantity Surveyor

Position Summary:

The Senior Quantity Surveyor will oversee cost management, contract administration, and financial reporting for various civil projects, including building construction, road works (i.e., flexible/rigid), public health works/schemes, renovation and maintenance works, rehabilitation of infrastructure, pre-spud civil works (PSCWs), facility construction, and CSR works. The role involves ensuring cost efficiency, timely project delivery, and adherence to HSE and quality standards while managing diverse stakeholders.


Responsibilities:

  1. Prepare tender and contract documents, defining scope of work, bills of quantities (BOQ), rate analysis, shop drawings, etc.
  2. The Senior Quantity Surveyor will also be responsible for vetting IPCs received from different sites in coordination with concerned teams.
  3. Monitor each stage of construction to ensure that costs are in line with forecasts; verify the quantities executed at site. Prepare reports on cost variations or change orders, if the need arises.
  4. Undertake cost analysis for all projects, including repair and maintenance work, and prepare and submit relevant reports when required.
  5. Assist in establishing client requirements and undertaking feasibility studies. Perform risk and value management and cost control.
  6. Identify, analyze, and develop responses to commercial risks. Prepare and analyze costing for tenders. Analyze outcomes and write detailed progress reports.
  7. Maintain awareness of all contracts in current use. Work in compliance with the quality assurance program.
  8. Understand and adhere to statutory regulations, standard policies and procedures, regulatory and accrediting bodies, and the quality assurance program.
  9. Prepare bills of materials/labor/subcontractors when required (i.e., labor rate contracts).
  10. Calculate material quantities and costs, labor costs, and an achievable project timeframe.
  11. Negotiate labor contracts and schedules.
  12. Perform risk, value management, and cost control during construction.
  13. Provide advice on contractual claims and disputes.
  14. Track changes to the design and/or construction work and adjust budget projections accordingly.
  15. Ensure compliance with health and safety regulations.


Competencies/Qualifications:

  • 3-year diploma in Civil Engineering/B-Tech.
  • Minimum 10–12 years of progressive field experience in Civil Engineering with a strong emphasis on estimation of building construction/maintenance, roads, public health works, MEP works, structures, RCC works, earthwork, and other relevant sub-disciplines.


The candidate should have extensive experience as a Senior Quantity Surveyor, having successfully delivered multiple high-value civil projects. They must possess strong expertise in cost estimation, billing standards across public and private sectors, contract management, and construction laws (including FIDIC, PEC, and PPRA).

A solid understanding of MEP quantification, bar bending schedules, and detailed estimation analysis is essential, along with a proactive approach to minimizing cost variations. The role requires proven capabilities in project planning, budgeting, risk management, and lifecycle execution.

Additionally, the candidate should demonstrate strong leadership, communication, negotiation, and stakeholder management skills, along with proficiency in relevant software tools such as Microsoft Project, Excel, and AutoCAD.
