Senior Specialist - HR Policies & Development (Arabic Speakers)

Dubai, United Arab Emirates

Job Purpose:

Responsible for developing, reviewing, and updating Human Resources policies and procedures in alignment with the Dubai Government Human Resources Law, ensuring compliance with legal requirements and best HR practices.


Key Responsibilities:


  • Develop, review, and update HR policies, procedures, and guidelines in line with Dubai Government Human Resources Law.
  • Ensure all HR policies comply with applicable labor laws, regulations, and organizational standards.
  • Conduct research on HR best practices and recommend policy enhancements to support organizational objectives.
  • Provide interpretation and guidance to management and employees regarding HR policies and procedures.
  • Support the communication and implementation of HR policies across the organization.
  • Monitor compliance and assess the effectiveness of HR policies, recommending improvements where necessary.
  • Collaborate with internal stakeholders to ensure policies reflect organizational needs and workforce priorities.
  • Assist in preparing reports, documentation, and presentations related to HR policy development.



Qualifications & Requirements:


  • Bachelor’s degree in Human Resources Management, Business Administration, or related field (Master’s degree is a plus).
  • Strong knowledge of Dubai Government Human Resources Law and UAE labor legislation.
  • Minimum [8] years of experience in HR policy development, compliance, or related areas.
  • Excellent research, analytical, and drafting skills.
  • Strong communication and stakeholder management abilities.
  • High attention to detail and ability to work with confidentiality and integrity.
