Primary Duties & Responsibilities:
Modeling, Analytics, and Reporting
Prepare materials and analyses for use by senior management and for presentation to various standing committees of the Board of Trustees. Translate data and analysis into clearly articulated actionable insight.
Create and maintain proprietary Treasury financial models and reports.
Prepare materials and analyses that will be used by financial management to communicate with senior/executive leadership, debt rating agencies and financial institutions.
Develop, maintain, and enhance models for short-term and long-term cash flow forecasts to support liquidity and overall Treasury planning. In collaboration with Treasury Operations colleagues and other campus stakeholders investigate variances to facilitate strategic decision making.
Perform analysis to assess the liquidity needs for University operations and the excess liquidity that can potentially be invested in longer-term investments.
Develop an in-depth and comprehensive understanding of TIP and monitor and analyze performance and asset allocation of TIP.
Assist in the evaluation of investment opportunities for operating funds and bond proceeds by assessing manager’s investment philosophy and return and risk. characteristics and reasonableness. Assist in maintaining and/or updating investment policy documentation.
Develop an in-depth, comprehensive understanding of the University’s internal bank and its overall portfolio and portfolio characteristics and impact to the University’s balance sheet and liquidity profile.
Maintain and improve the University’s credit model, debt repayment model, and other proprietary financial models for historical analysis, forecasting, scenario/sensitivity analysis, and data management. Prepare analyses of the University’s current debt capacity and create projections of future debt capacity and credit rating based on rating score methodologies utilized by rating agencies.
Collaborate with internal stakeholders to source, analyze, and improve complex data sets, including creating new Workday reports and enhancing existing ones.
In partnership and collaboration with the Senior Financial Projects Analyst, assist with central and endowment resource planning.
Capital Planning & Reporting: In partnership and collaboration with the Senior Financial Projects Analyst and the Senior Treasury Analyst – Debt Management:
Assist with developing and maintaining comprehensive consolidated capital plan model and tools to steward the University’s long range capital plan.
Assist with establishing and managing capital plan process, governance, and coordination of capital-related information with Facilities, School of Medicine, Real Estate, Information Technology, and other stakeholders.
Assist in analyzing impacts of funding and financing of different capital initiatives and provide recommendations to leadership.
Create and support comprehensive Treasury reporting, including preparation of materials for Board and management presentations.
Manage the data stack and analysis for capital expenditures based on the University's projected capital plan and capital project initiatives.
Prepare ad hod reports for the Board and management as requested.
Analyze timing and amount of capital expenditures based on the University’s projected capital plan and assess impact to liquidity, debt portfolio, and credit profile.
Additional responsibilities and other projects:
In partnership and collaboration with the Senior Treasury Analyst – Debt Management and other Treasury colleagues, assist in all phases of the debt issuance process; monitor capital market factors and use relevant data to prepare analyses to determine structure, timing and amount of new debt issues; provide relationship support with debt-rating agencies, and partner with internal departments and stakeholders to respond to requests for financial and marketing information in an accurate and timely manner; and identify and analyze financial risks and manage associated compliance requirements including compliance with debt covenants and other relevant compliance matters.
Meet with the Director generally weekly to report on and discuss issues, review analyses and reports. Also meet with the Director or the Treasurer periodically to discuss issues, review analyses and reports.
Identify and implement process and modeling improvements through automation, reporting enhancements, and system optimization to enhance efficiency, accuracy, usability/readability, and risk controls.
Provide back up for other Treasury functions (e.g. cash management area), as needed.
Engage in special projects which may include initiatives that support the department or the broader University, as assigned by the Director and/or the Treasurer.
As opportunities arise, coordinate with IT and Workday teams to obtain, analyze, and enhance data, reports and other tools.
Perform other duties as assigned.
