Job Purpose:
To develop tendering strategies and oversee the end to end tendering and contracting process -including long term and ad hoc contracts- from budgeting and advertisement through to contract close-out, in compliance with established policies and procedures, and in alignment with HBKU’s best interests
Key Result Areas:

Lead the development and periodic review of sourcing and contracting policies and procedures, recommending improvements to enhance efficiency, transparency, and compliance

Define annual performance objectives and KPIs for the strategic sourcing and service contacts sections and oversee their execution and reporting

Review complex procurement requests and devise sourcing strategies and service contracts that align with organizational priorities and timelines

Administer the pre-qualification process and oversee the shortlisting of bidders in alignment with established criteria

Participate in tender openings and monitor the bid evaluation and selection process to ensure transparency and adherence to policy

Manage and oversee the tendering process, ensuring that all tenders are processed in line with HBKU’s approved policies and procedures

Oversee the review and endorsement of contractual terms for call-off agreements and service contracts in collaboration with HBKU Legal, ensuring legal soundness and institutional alignment

Supervise and develop the strategic sourcing and service contacts team through structured coaching, training, and performance evaluations to foster growth and operational excellence

Anticipate and manage risk exposures in sourcing arrangements, ensuring compliance with legal, regulatory, and ethical standards

Stay informed of emerging best practices in strategic sourcing and contracts management and integrate them where appropriate
Minimum Knowledge, Skills & Experience:

Bachelor’s degree in Engineering / Law or equivalent preferably with additional qualifications in Business Administration or any relevant discipline; CIPS qualifications preferred.

8-10 years of work experience in Procurement, Strategic Sourcing, or Supply Chain Management, at least 3 of which are in a senior supervisory position.

Outstanding analytical, project management and time management skills.

Ability to compile and interpret intricate technical information, abstract considerations and non- standard or changing situations when making decisions affecting specifications and proposals.

Excellent communications and interpersonal skills and the ability to establish and maintain effective working relationships

Excellent writing skills – ability to draft / edit a variety of written reports and communications and articulate ideas clearly and concisely

High level of proficiency in MS Office applications and ERP Systems.
