Job Description
Summary/Objective
The Senior Site Quality Manager is a leadership position responsible for overseeing and managing all aspects of the quality program on a construction or engineering project site. This role ensures that all work is executed in strict accordance with project specifications, drawings, applicable codes, standards, and regulatory requirements. The Senior Site Quality Manager leads a team of Quality inspectors and technicians, implements quality management systems, and serves as the primary point of contact for quality-related matters on site. Experienced in construction, a strong understanding of project management principles, excellent leadership, and communication skills.
Key Responsibilities
Leadership and Management:
- Lead, mentor, and manage a team of Quality inspectors, supervisors, and technicians.
- Conduct regular team meetings to review project statis, quality metrics, and upcoming activities.
- Provide guidance and training to site personnel on quality procedures, standards, and best practices.
- Oversee the schedule and allocation of Quality resources to meet project demands.
QA/QC Program Management
- Develop, implement, and maintain the project’s Quality Management System (QMS) and associated policies.
- Review and approve project-specific quality plans, inspection and test plans (ITPs), and method statements.
- Ensure all project activities, from material receiving to final inspection, comply with approved ITPs and specifications.
- Establish and manage a robust system for document control, including submittals, RFIs (Request for Information), and technical documents.
Inspections and Auditing:
- Oversee all on-site quality inspections, including civil, structural, mechanical, electrical, and instrumentation work.
- Ensure all tests (e.g., concrete strength, welding NDT, soil compaction), are performed correctly and results documented.
- Conduct regular quality audits of work in processes and contractor performance to identify non-conformances and areas of improvement.
- Participate in client and third-party audits, acting as primary representative of the project’s quality program.
Documentation and Reporting:
- Maintain a comprehensive and organized system for all Quality documentation, including inspection reports, test results, material certificates, and quality records.
- Prepare and submit regular Quality reports for the Project Manager and client, detailing progress, issues, and resolutions.
- Manage the project’s “As-Built” documentation process to ensure accuracy and completeness.
Non-Conformance Management:
- Establish and manage a clear process for identifying, documenting, and resolving non-conformances (NCRs).
- Work with construction teams and sub-contractors to determine root causes of non-conformance, implement corrective and preventive actions.
- Monitor the timely closure of NCRs and ensure remedial work meets quality standards.
Document and Reporting:
- Maintain comprehensive and accurate records for all Quality activities, including inspection reports, test results, and audit findings.
- Prepare and submit regular Qualityreports to senior management and clients, highlighting key performance indicators (KPIs), qualityissues, and project assets.
- Manage the compilation and submission of handover documentation and final quality dossiers.
- Communication and Collaboration:
- Serve a main point of contact for all quality-related issues on site, consulting with the client, project management, engineering team and subcontractors.
- Facilitate quality-related meetings and workshops.
Health, Safety, and Environmental (HSE):
- Ensure all Quality activities are performed in a safe manner, adhering to safety protocols.
- Verify that work executed follows all relevant local, state, and federal regulations and building codes.
- Stay up to date with industry’s best practices and changes to quality standards.

Requirements

A minimum of 10+ years of experience in a QA/QC role within the construction, engineering, or manufacturing industry
- At least 5 years of experience in management or supervisory role.
- Proven experience managing large-scale complex projects (e.g., infrastructure, industrial, commercial)
- Bachelor’s degree in civil engineering, construction management, or related field.
- Professional certification from a recognized body (e.g., ASQ certified quality manager, AWS certified welding inspector, NACE coating specialist). Preferred
- ISO 9001 lead auditor certification. Preferred
- In depth knowledge of quality management principles, standards (e.g., ISO 9001), and best practices.
- Strong understanding of construction methodologies, engineering drawings, and technical specifications.
- Excellent leadership, team building, and people skills.
- Exceptional problem-solving and decision-making abilities.
- Superior verbal and written communication skills, with ability to present complex information clearly.
- Proficiency in project management software and Microsoft Office Suite.
- Ability to work in a dynamic, fast-paced site environment.
- This is primarily a site-based position requiring daily presence on the construction site.
- Work may involve exposure to various weather conditions, noise, and other typical construction site hazards.
- Physical stamina to walk long distances, climb stairs or ladders, and stand for extended periods.
