Solid Waste Facility Manager

Performs difficult skilled work supervising and participating in the work assignments related to the County’s solid waste operations. Supervision is exercised over solid waste personnel and operations to include landfill, recycling, transfer, and collection operations; ensuring safety and regulatory compliance; assisting with budget preparation; procuring goods and services; maintaining records and files; and preparing reports. Does related work as required. Work is performed under general supervision.

Essential Duties & Responsibilities:
Oversees daily operations of the open and closed landfill, transfer station, recycling operations, and department maintenance requirements.

Recommends ways to improve operations including reducing costs, increasing revenues, and/or changing personnel assignments.

Ensures solid waste operations are in compliance with all regulations including safety, transportation and environmental.

Responds to customer/residential complaints, including coordinating investigation of violations of the County’s Solid Waste Ordinance, such as littering and unlawful accumulations.

Responsible for maintaining buildings, grounds, roads, equipment, and vehicles in proper working order.

Assists with department budget, procurement, and personnel responsibilities.

Responsible for ensuring environmental systems are maintained in regulatory compliance including erosion and sediment control, storm water management, leachate collection and storage, landfill gas, groundwater monitoring, and unauthorized waste.

Routinely inspects facility to ensure regulatory compliance.

Routinely inspects vehicles and equipment ensuring proper operation and maintenance.

Supervises operational staff and contractors ensuring tasks are performed safely and efficiently as defined by regulatory and department procedures.

Accompanies regulatory inspectors during facility inspections. Coordinates County-cleanup projects including facility Adopt-A-Highway program along Route 43.

Performs equipment operator’s duties as-needed.

Accomplishes all tasks as appropriately assigned or requested by management.

Participates in employee meetings and training as needed.

Performs special projects as assigned. Meets attendance requirements and maintains the highest level of dependability.

Consistently demonstrates ability to respond to changing situations in a flexible manner in order to meet current needs, and reprioritizes work as necessary.

QUALIFICATIONS

Education/Experience:

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in environmental science, environmental engineering, or related field and extensive experience in solid waste management, including landfill operations.

Knowledge, Skills, & Abilities:

Thorough knowledge of methods, practices, and procedures involved in operation and maintenance of transfer and solid waste disposal facilities and equipment ; thorough knowledge of equipment and tools used in the work; thorough knowledge of local, state and federal requirements for waste management and operations; thorough knowledge of safety operations related to work; ability to prepare and maintain records, reports, spreadsheets, memoranda, and letters; ability to develop procurement documents and annual/capital budgets; ability to plan and coordinate the work of assigned personnel; ability to establish and maintain effective working relationships with associates, subordinates and the general public.

Certifications & Licenses:

Must possess a valid Commonwealth of Virginia driver’s license, proof of insurance required to drive on County business, and acceptable driving record.

Must possess ability to obtain Virginia Landfill Operator’s License (Class 1 and 2).

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
Environmental Factors:
The worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions.
Special & Additional Requirements:
Subject to a complete criminal history background search and drug screening with acceptable results.

May be required to take a medical examination to establish fitness to perform the job.

May be responsible for responding to after-hours emergencies involving County facilities.

Worker may be required to work beyond a normal schedule to include rotating shifts, weekends, and holidays to meet the needs of the department.
