IMMEDIATE SUPERVISOR: Superintendent
EMPLOYMENT TERM: 261 Days
SALARY: Pursuant to WV Code §18A-4-8a, in accordance with Raleigh County Salary Scale, Pay Grade G
commensurate with experience and education level
EVALUATION: Performance in this position will be evaluated annually by the superintendent and in accordance with WV State Code
§18A-2-12, WV State Board Policy 5314, and RCBOE's Guide to Performance Evaluation for Service Personnel
JOB SUMMARY: The Executive Secretary position requires performance of a variety of complex secretarial and clerical work for the County Superintendent and related official business for the Board of Education
PERFORMANCE RESPONSIBILITIES: Additional Duties may be assigned.- Maintains confidentiality and unquestionable integrity.
- Provides secretarial, bookkeeping and administrative support, including official minutes and agenda materials for the Board of Education.
- Attends all Board of Education meetings. Records and prepares minutes, greets attendees, and registers speakers.
- Provides all information to Superintendent and Board Members.
- Prepares and posts time-sensitive board agendas.
- Posts board information and recommendations on county website.
- Schedules security for board meetings.
- Schedules board hearings with appropriate personnel, attorneys, and court reporters.
- Coordinates the appropriate dissemination of grant proposals and submissions.
- Coordinates out of county student transfer requests.
- Maintains Kronos time clock/ payroll records for appropriate Central Office employees.
- Completes required paperwork for Superintendent's employment contract as well as certain outside contractors' agreements.
- Schedules and processes employee and citizen's grievances.
- Processes all paperwork for employee grievances including scheduling time-sensitive conferences and/or hearings.
- Maintains cost reports for each grievance to be submitted to the West Virginia Public Grievance Board.
- Serves in a liaison capacity between the building/program and the public.
- Deals extensively with staff and community.
- Establishes and maintains effective relationships with students, staff and community.
- May be responsible for scheduling of professional trips/and or in-services.
- Produces reports or process purchase orders using the county accounting system.
- Produces accurate work with frequent interruptions.
- Schedules the facilities in the Central Office; coordinate and make necessary arrangements for activities and/or meetings.
- Maintains inventory of supplies and equipment.
- Keeps administrator(s) informed of all aspects of building/program requirements.
- Ensures that effective office procedures are established and maintained.
- Prepares accurate written communications including letters, newsletters and notices.
- Prepares various reports and communication for building, as directed.
- Complies with State Law and County policies and regulations.
- Accurately prepares county, state and federal reports from raw data, which includes generating charts and graphs on the computer as necessary.
- Greets visitors, answers phones, responds to inquiries and accurately routes messages.
- Multi-tasks; manages many responsibilities simultaneously.
- Greets all in a professional manner.
- Maintains good rapport with RCS directors, attorneys, architects, etc.
- Maintains and distributes Freedom of Information Act requests to Superintendent and appropriate Central Office Administrators.
- Prepares time-sensitive FOIA correspondence and requested information. Posts completed information on Secretary of State website.
- Works with County Clerk concerning scheduling of schools and designees for each election.
- Processes all U.S. mail and emails for the Superintendent and Board Members.
- Redirects calls to appropriate Central Office staff â maintaining proper protocol before contacting Superintendent.
- Keeps personnel issues confidential and prepares certified disciplinary letters.
- Sends group emails from the Superintendent to Central Office Staff, principals, etc.
- Prepares purchase orders for Superintendent's supplies and board travel.
- Completes registration and room accommodations for Superintendent and Board Members' conferences and travel.
- Files and distributes personnel hearing transcripts to attorneys and appropriate directors.
- Files and verifies that contracts/agreements are valid and approved by the Board.
- Maintains Raleigh County Policy Manual â placing policies on comment, approving through the Board, and placing on county website.
- Schedules Veteran recognition ceremonies and provides diplomas.
- Prepares accurate and professional communications including letters, emails, recommendations.
- Prepares emergency/inclement weather calling list and contacts all involved.
- Maintains accurate list of all closings, delays and early dismissals.
- Liaison between RCS Administration, Board Members, and WVSSAC.
- Prepares and distributes recognition cards as established by the Superintendent.
- Works independently.
- Other duties as assigned by the Superintendent.
