GENERAL DESCRIPTION:

This position supports the Wyoming Department of Education’s (WDE) Special Education Programs Division in fulfilling the requirements of the Individuals with Disabilities Education Act (IDEA 2004). The role involves managing, planning, coordinating, and evaluating monitoring activities, technical assistance (TA), and professional development (PD) provided to district staff. These efforts aim to improve academic and functional outcomes for students with disabilities across the state.

Additionally, this position provides oversight and coordination for the Wyoming State Personnel Development Grant (SPDG), a five-year initiative designed to enhance the capacity of local education agency (LEA) special education staff to better serve students with disabilities.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

  • Assist the Special Education Programs division with all general supervision responsibilities.
  • Track corrective action plans (CAPs) that resulted from IDEA monitoring of local education agencies (LEA) for results-driven accountability and compliance in alignment with Federal and State regulations.
  • Conduct data analysis. assist with writing reports and reviewing files.
  • Additional general supervision responsibilities include monitoring IDEA indicators, providing technical assistance, and planning professional development for LEAs.
  • This position is also responsible for the oversight and coordination of the Wyoming State Personnel Development Grant (SPDG), a five-year initiative designed to support LEA special education staff and improve outcomes for students with disabilities.
  • Other duties as assigned.

Qualifications



PREFERENCES:


Preference may be given to individuals with education, special education, and or leadership experiences.
Preference may be given to individuals with knowledge of data systems, assessment, special education, and professional development.

KNOWLEDGE:

  • Knowledge of special education requirements, systems, and processes.
  • Ability to collaborate and develop partnerships with local, State, private, and Federal agencies in order to access resources for customers, and to facilitate/coordinate the provision of high-quality technical assistance and professional development opportunities.
  • Skills with time management and utilizing resources.
  • Effective organizational skills.
  • Ability to multitask and prioritize those tasks.
  • Strong communication skills, both written and oral, and the ability to present in both small and large groups.
  • Knowledge of both state and federal laws related to special education and IDEA.
  • Ability to work in a team and communicate with other staff in the team, division, and WDE.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Education)
Experience:
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

Necessary Special Requirements



PHYSICAL WORKING CONDITIONS:
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.

NOTES:

  • FLSA: Exempt
  • Travel is estimated at 20%
  • Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.
  • Successful candidates must pass a fingerprinting, background, and reference check.
