Job Description
The Strategic Partnerships Lead will lead, develop, and manage partnerships with international governments, sending countries, and private-sector stakeholders to enhance the efficiency, quality, and sustainability of Saudi Arabia's domestic labor ecosystem. The role ensures alignment between Musaned's digital transformation goals and MHRSD's strategic objectives in promoting fair, transparent, and technology-driven recruitment practices.

Key Responsibilities
  • Bilateral Engagement & Government Relations: Manage day-to-day communication and coordination with embassies, labor attachés, and ministries of labor across all sending countries.
  • Support the development, negotiation, and execution of bilateral agreements (MoUs, implementation protocols, renewal terms).
  • Represent the department in Technical Committees and Leadership Committees, ensuring follow-up and documentation of outcomes.
  • Monitor compliance with recruitment frameworks, wage protection, insurance, and contractual terms between Saudi and sending countries.
  • Partnership Development: Identify and formalize new partnerships with recruitment agencies, digital service providers, and regional labor institutions.
  • Design and manage partnership models that promote shared accountability, knowledge transfer, and capacity building.
  • Initiate cross-border projects and pilot programs to improve recruitment quality, worker welfare, and service delivery.
  • Digital Transformation & Platform Integration: Collaborate with Musaned Product and PMO teams to enhance system integrations (e.g., e-Visa, WPS, Wafid, Tasheer).
  • Translate bilateral policy requirements into digital workflows, ensuring compliance, traceability, and user-centric design.
  • Contribute to data-driven insights and dashboards that measure recruitment trends, bilateral performance, and partner KPIs.
  • Policy & Strategy: Contribute to the development of Saudi Arabia's international labor mobility strategy, aligning with Vision 2030 reforms.
  • Prepare strategic briefs, country profiles, and policy notes to support high-level decision-making by MHRSD leadership.
  • Benchmark international best practices in ethical recruitment, governance, and platform-based labor management.
  • Communication & Reporting: Develop official correspondence, briefing notes, and bilingual summaries for executive and ministerial use.
  • Coordinate press releases, joint statements, and documentation for international delegations.
  • Maintain an organized repository of agreements, meeting minutes, and progress reports.
Job Requirements
  • Education: Master's or Bachelor's degree in International Business, Public Policy, Strategic Management, or related field.
  • Experience: 5-7 years in international partnerships, government relations, or digital transformation (preferably in labor or service sectors).
  • Core Skills:
    • Diplomatic communication and negotiation.
    • Strategic thinking and stakeholder management.
    • Policy analysis and project delivery.
    • Excellent bilingual (Arabic/English).
    • Data literacy and digital systems understanding.
