Strategic Sourcing Manager
Job Summary
We are seeking a high-caliber Sourcing professional to execute the procurement and supply chain readiness for our brand-new semiconductor manufacturing facility. This role is pivotal in establishing a robust supply base from the ground up, ensuring that all materials—from production chemicals and wafers to critical spare parts—are qualified and available for the site's ramp-up. You will be the architect of the local supply chain ecosystem.
Key Responsibilities

Supply Base Establishment: Identify, evaluate, and onboard new suppliers to support the new fab’s specific technological requirements.

End-to-End Sourcing Strategy: Develop and execute sourcing strategies for direct materials (wafers, chemicals, gases, precursors…) and indirect materials (consumable, spare parts, etc.).

Supplier Engagement: Process high-value communication processes and negotiate long-term agreements (LTAs) to secure competitive pricing and supply assurance.

Supplier Quality & Risk Management: Partner with Quality and Engineering teams to conduct supplier audits and ensure compliance with semiconductor industry standards (e.g., ISO 9001, IATF 16949).

Process Design: Create and implement standard operating procedures (SOPs) for procurement workflows within the new site.

Cross-functional Collaboration: Work closely with Fab operation, Facilities, and Equipment teams to align material delivery with tool move-in and qualification schedules.

Localized Ecosystem Development: Drive localization projects to reduce lead times, logistics costs, and geopolitical risks.

Person of Contact: Act as the central point of contact and internal advocate, ensuring seamless coordination and execution of delivery schedule, support functions, and communications across all relevant organizational functions (e.g., Product, Service Delivery, Technical, Finance) to meet internal client needs.

Business Continuity Management: Ensure suppliers’ Business Continuity Management (BCM) and long term ESG strategies alignment with TSMPLs’ Business Continuity Management (BCM) and long term ESG strategies by proactively identifying priorities and translating them into actionable plans that strengthen strategic partnerships and drive compliance.
Experience:

Minimum 8–12 years of experience in Sourcing or Supply Chain Management within the Semiconductor or High-Tech manufacturing industry.

Greenfield Experience: Proven track record in "New Factory Startup" or "New Product Introduction (NPI)" sourcing is highly preferred.

Technical Knowledge: Deep understanding of semiconductor manufacturing materials (Substrates, Chemicals, Slurry, Gases, etc.).

Analytical Skills: Proficiency in Total Cost of Ownership (TCO) analysis and risk assessment.

Soft Skills: Exceptional negotiation, stakeholder management, and the ability to thrive in a fast-paced, ambiguous environment.

Language: Fluent in English and [Local Language] for effective vendor and global stakeholder communication.
Education:
