Job Purpose:


To manage and lead the Supply Department, ensuring the timely and cost-effective procurement of materials in alignment with HBKU Procurement Policies and Procedures.


Key Result Areas:


  • Lead the development and enforcement of supplies and delivery procedures to ensure compliance, reduce risk, and enhance operational efficiency
  • Manage and supervise the supply team by assigning tasks, monitoring performance, and ensuring the timely delivery of materials and services
  • Set annual goals and objectives for the department; establish KPIs and monitor performance to achieve desired outcomes
  • Build and maintain effective working relationships with user departments and key suppliers to support departmental objectives
  • Oversee service level compliance for supply operations, identifying gaps and implementing corrective actions where needed
  • Establish contractor performance evaluation systems for outsourced supply functions, ensuring adherence to service contracts and delivery KPIs
  • Lead supply-focused projects including surplus material disposal, auction and system enhancements to support departmental objectives
  • Recruit, develop, and motivate staff; conduct performance evaluations and provide necessary training and recognition
  • Mentor and guide the team to foster a positive work environment and implement succession planning for business continuity


Minimum Knowledge, Skills & Experience:


  • Bachelor's degree in business administration or a relevant field; CIPS certification preferred
  • 8-10 years of Procurement and Supply experience, 3 years of which in a senior supervisory role
  • Exceptional analytical skills with the ability to compile and interpret complex technical information, navigate abstract concepts, and adapt to non-standard or evolving situations when making decisions affecting specifications and proposals.
  • Strong project and time management skills, with the ability to efficiently oversee multiple tasks and meet deadlines
  • Excellent interpersonal, communication, negotiation, and conflict resolution skills
  • Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely; Arabic proficiency is an advantage
  • Proficiency in MS Office applications and ERP systems
