Benton County is actively recruiting and accepting applications for a Full-Time Support Enforcement Aide Position within the Child Support unit for our Human Services Department. Within this unit, primary duties include performing administrative, clerical, and customer service functions to support Child Support Program operations.

The intended hiring wage for this position is $23.11 per hour.

Position Summary

Perform administrative, clerical, and customer service functions supporting the operation of the Child Support Program.

Essential Duties and Responsibilities

Essential Functions
A. Receive, evaluate, and process public assistance referrals and non-public assistance applications.
A.1. Identify and obtain documentation, data, and relevant paperwork.
A.2. Create computer case record.
A.3. Transfer the case to the child support officer once all relevant data is gathered and the case is opened on the computer system.
A.4. Assists clients with paperwork as needed.
B. Provide support to child support officers, such as sending documents to clients and completing wage, driver’s license, and credit bureau checks.
C. Research corroborating databases to verify and obtain information on custodial and non-custodial parents.
D. Investigate the identity, location, and financial status of non-custodial parents by phone calls or written inquiries.
E. Review payment accounts, checking payments, and billing information.
F. Use various sources to update and maintain accurate information in the PRISM system.
G. Scan and image daily office records, ensuring all items are accurately indexed into the system.
H. Compose various letters and reports.
I. Respond to client inquiries by phone, electronically, or in person, providing clear information about services and detailed answers regarding case-related concerns.
J. Initiate interstate actions and maintain those cases.
K. Schedule genetic testing appointments and perform in-person genetic testing as needed.
L. Conduct thorough reviews to determine if additional safety protocols are needed and send appropriate documentation to address potential concerns.
M. Contact other states to obtain certified court orders, payment records, and birth certificates as necessary.
N. Maintain a working knowledge of public assistance programs to support clients in complying with program requirements.
O. Reopen closed files upon referral, initiate charges in the system, and add court order information, ongoing charges, and arrears when opening a case.
P. Respond to inquiries from co-workers, other counties, and states regarding jurisdictional or case maintenance issues.
Q. Provide information to the Minnesota Department of Health, Vital Statistics, to add, change, modify, or amend birth certificates and ROPs.
R. Check the Child Support Portal daily to receive EDE transmittals from other states and Minnesota counties and upload these items to OnBase.
S. Initiate interstate actions and manage an interstate caseload.

Additional Functions
A. Attend trainings as needed.
B. Perform other duties as assigned or apparent.

Minimum Qualifications - Training and Experience Required

A. High School Diploma or Equivalent GED; and
B. Three years of relevant experience; OR
C. Equivalent combination of education/training/experience.
D. Must possess a valid driver’s license and be able to drive in the state of Minnesota.
E. Must successfully complete a background check.
F. Obtain and maintain certifications and licensures.

Preferred Qualifications
A. Post-Secondary Education.

J. Working knowledge of public assistance programs to assist clients in maintaining compliance and cooperation with program requirements.
K. Ability to travel within your daily work assignment.
L. Ability to travel within Minnesota, including extended overnight stays.
M. Ability to work extended, evening, and weekend hours as needed.
N. Must comply with organizational and departmental policies.
O. Performs the physical/mental demands of the work environment requirements for this position.
P. Attendance during regularly scheduled work hours, and outside regular hours, as necessary.
Q. Effective and respectful communication and interactions with other employees, supervisors, individuals from different organizations, and citizen customers.
R. Must comply with data practices policies and standards related to private data. Access to private data is limited strictly to what is necessary to perform assigned job duties. While accessing such data, the employee must take reasonable measures to prevent unauthorized access by individuals without a work-related need. Once the work-related purpose has been met, private data must be properly secured and stored in accordance with county policies and Minnesota Statutes.

Physical Demands & Working Conditions
A. Work is performed in the office and the community. Options for telework (when not required to be in the office or the community) may be permitted at the discretion of the Department Head.
B. Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury.
C. Work is light duty and sedentary with the ability to lift, carry, or push up to 10 pounds.
D. This position is intermittently exposed to mental effort and stress.
E. This position frequently performs work under moderate attention to detail and deadlines.

Hours of Work
A. Monday – Friday, 8:00 a.m. – 4:30 p.m.

Equipment Utilized
A. Office equipment, computer hardware and software, and phones.
