VAT - Tax Expert Roles


The VAT Refund Specialist processes and validates VAT refund claims in line with legal requirements and service standards. The role verifies eligibility through returns and account data, coordinates disbursements with finance channels, and maintains proper controls and traceability. It works with Information Systems & Digital Transformation to enhance e-forms, validations, and dashboards, and prepares concise performance summaries to support process improvement and taxpayer service.

Refund Case Handling & Verification

  • Reviews refund claims against eligibility criteria, documentation standards, and approved procedures.
  • Verifies data consistency through checks with returns, taxpayer accounts, and related systems.
  • Coordinates clarifications with claimants and internal teams to finalize accurate decisions.

Controls & Financial Coordination

  • Ensures accurate and timely disbursements; maintains records, tax audit trails, and compliance with financial controls.
  • Supports reconciliations between refund systems, treasury platforms, and payment gateways.

Process & Digital Improvement

  • Coordinates with Information Systems & Digital Transformation to maintain and improve refund e-forms, validations, and dashboards.
  • Contributes to testing, reporting issues, and recommending process or system updates to improve efficiency.

Taxpayer Communication & Support

  • Prepares clear responses to taxpayer queries and contributes to guides and FAQs on refund procedures.
  • Provides feedback on recurring errors and documentation gaps to strengthen first-time-right submissions.

Performance Monitoring & Reporting

  • Monitors key indicators such as processing timelines, accuracy rates, and satisfaction levels.

Prepares concise reports on refund performance and identifies opportunities for improvement.

Preferred qualifications

  • Bachelor’s degree in Accounting, Taxation, Economics, Information Systems, Law, or a related field.
  • Master’s degree or relevant professional certification is an advantage.

Preferred experience

  • 9+ years’ experience in VAT refunds, claims verification, or payment operations within government or similar entities.
  • Strong understanding of refund verification practices, reconciliation processes, and service-level monitoring.


De-registration Expert


Leads tax de-registration frameworks to ensure accurate, complete, and timely processing in line with legal and procedural requirements. Reviews complex applications, validates eligibility, and oversees updates to the central taxpayer register across integrated systems. Defines procedures and guidance, coordinates with digital/IT and operational units on platform and workflow improvements, and provides concise analyses on volumes, performance, and data quality.

De-registration Oversight & Case Review

  • Reviews complex or borderline de-registration applications; confirms eligibility against legal thresholds and documentation standards; escalates material issues as needed.
  • Provides determinations and advisory guidance to case teams; ensures decisions and register updates meet agreed service timelines.

Eligibility & Anomaly Screening

  • Applies defined criteria for cessation, liquidation, and threshold changes; documents rationale and supporting evidence.
  • Flags questionable patterns for further review and recommends escalation with clear case summaries.

Taxpayer Register & Data Quality

  • Oversees accuracy of de-registration updates in the central taxpayer register; coordinates reconciliations and controls across integrated systems.
  • Defines data standards (e.g., identifiers, statuses) and guides corrective actions with digital/IT and data teams.

Procedures, Templates & Guidance

  • Defines and maintains section procedures, checklists, and templates for intake, review, and closure; drafts updates on critical items and ensures version control.
  • Prepares publication-ready guidance and FAQs for de-registration to support consistent interpretation.

Performance & Reporting

  • Monitors KPIs (processing timelines, accuracy/error drivers, service levels) and issues concise management summaries.
  • Analyzes de-registration trends (e.g., sector, legal form) and recommends process or system enhancements.

Coordination & Stakeholder Support

  • Coordinates case resolution and data alignment with relevant departments; works with Information Systems & Digital Transformation on form and workflow improvements.
  • Provides clear case-specific explanations to applicants where required.

Indirect Taxpayer Compliance Risk Expert


The Indirect Taxpayer Compliance Risk Expert identifies, assesses, and prioritizes indirect tax compliance risks using data-driven methods. The role develops targeted risk models, prepares actionable taxpayer risk files for interventions, and produces insights that guide audits, enforcement, and policy refinements. It partners with analytics, audit, investigations, and IT teams to improve detection accuracy, optimize case selection, and support a fair and efficient compliance regime.

Risk Identification & Profiling

  • Monitors indirect tax risk indicators using statistical models, behavioral analytics, and sector-based analysis.
  • Assesses cross-border and international risks (e.g., treaty misuse, transfer-pricing mismatches, complex structures) and flags high-exposure segments.
  • Quantifies estimated revenue at risk, tax-gap components, and affected taxpayer volumes by risk theme, sector, and behavior to support prioritization.

Model Development & Analytics

  • Oversees and finalizes the development and calibration of risk-scoring rules, anomaly checks, and selection logic, leveraging returns, third-party, and customs data where available.
  • Validates model performance (precision/recall, conversion to action, sustain rate) and refines variables, thresholds, and features accordingly.
  • Designs targeted heuristics for high-risk behaviors (e.g., rapid refund cycling, chain breaks, unusual zero-rating patterns).

Case Selection & Targeting

  • Prepares taxpayer target lists with rationale, risk narratives, indicative exposures, and recommended treatments (audit, verification, outreach).
  • Coordinates with Indirect Tax Audit teams to align scope, and objectives for each case.
  • Tracks treatment outcomes to improve selection logic and inform future campaigns.

Insights, Reporting & Recommendations

  • Produces periodic risk briefs and dashboards summarizing emerging risks, methods used, expected fiscal impact, and affected taxpayer numbers.
  • Recommends risk-mitigation measures (e.g., targeted controls, focused audits, procedural enhancements, legislative clarifications).
  • Highlights sector patterns and common error themes to guide education and service messaging.

Data, Tools & Enablement

  • Supports IT and data teams in designing datasets, quality checks, and analytics tools that enable scalable risk detection.
  • Defines data requirements, metadata, and governance standards for risk models and ensures version control and auditability.
  • Contributes to user stories, testing, and rollout of analytics products used by risk and audit teams.

Collaboration & External Coordination

  • Works with Legal Affairs, Policy & Legislation, and Audit on complex technical risk topics and evidence sufficiency.
  • Participates in information-exchange forums and multi-disciplinary platforms with GCC and international counterparts, as appropriate.
  • Coordinates with competent national authorities on risk themes requiring cross-jurisdictional cooperation.

  • Professional certification in tax, audit, or analytics (e.g., CTA, ACCA, CPA, CIA, CFE, data analytics credential) is an advantage.

  • 16+ years’ experience across taxpayer risk, indirect tax analytics, compliance risk management, or audit/investigations.
  • Proven track record designing or operating risk-scoring models and converting risks into successful treatments.
  • Experience quantifying revenue at risk/tax gap and producing executive-level risk reports.
