Roles and Responsibilities:
  • Responsible for oversight of compliance with the Rail agreement T&E (Train & Engine) employee adherence to Absenteeism Policy, applicable contract rules and Corporate Guidelines applicable to employee attendance. Coordinates with Transportation field supervision in matters governing Rail T&E agreement employee absences, and takes corrective actions as needed to ensure maximum utilization and availability of the T&E workforce.
  • Responsible for coordination with Rail Training and Rules Departments ensuring T&E employees attend required training classes, including monitoring compliance with FRA regulations governing annual Book of Rules recertification. Establishes protocols dictating appropriate actions for non-compliance, including but not limited to, removal of non-compliant employees from active service.
  • Verifies employee medical certifications with the Medical Services Department and Transportation supervision to ensure T&E employees are medically qualified for active service or removed from service in a timely manner for the safety of our customers and other NJ TRANSIT employees.
  • Communicates with Transportation supervision to confirm the timely evaluation of Assistant Conductors within their probationary period. Reviews and approves written recommendations from the T&E Compliance Office concerning retention of employees within the applicable probationary period.
  • Oversees investigations and delegates personnel or testifies at Hearings & Investigations of T&E employees when required in matters related to absenteeism. Attends Lost Time meetings to discuss employees on long-term leave-of-absence. Takes corrective measures when applicable.
  • Works in conjunction with the Rail Operations FMLA Coordinator to ensure T&E employees’ rights are protected under the guidelines set forth in the Family and Medical Leave Act and New Jersey’s Family Leave Act. Monitors T&E workforce absenteeism to identify trends and make recommendations for control. Oversees T&E employees on long-term disability to ensure compliance with NJ TRANSIT Medical Leave Policy, avoid abuse and minimize monetary loss to NJ TRANSIT which occurs as a result of understaffing of train service.
  • Responsible for updating and documenting the status of T&E employees as it regards to resignations or long term absences due to illness, military leave or personal leave and ensuring that all required conditions are met prior to any employee returning to active duty.
  • Provides supervisory oversight of the agreement employees withing crew management (departments within) in absence of applicable supervision if required.

Education, Experience, and Qualifications:
  • Baccalaureate degree in Business Administration or related area, or equivalent, and four (4) years of progressive experience in the Rail Operations Transportation Department.
  • One year of closely related experience can be substituted for each year of education required.

Knowledge and Skills:
  • Experience using Microsoft Office Tools (i.e., Microsoft Word, Access, Excel, and PowerPoint) with strong presentation, written and verbal skills are required.
  • Knowledge specific to Crew Management Services desired.
