Team Leader HR Operations (EOR Staffing)

We are seeking an experienced Assistant Manager / Team Leader to lead our EOR and Staffing division. This role is responsible for overseeing the team of Onboarding Specialists and Account

Executives, ensuring operational excellence, and maintaining 100% compliance with UAE Labor Laws.

As the senior point of escalation, you will provide strategic guidance on complex EOR/Staffing questions, labor disputes, and client account management.

The ideal candidate will have a minimum of 5 years of proven experience in EOR and staffing operations in the UAE with a fair understanding of PRO services with at least 2 years in leadership or supervisory role managing a team of account executives/onboarding specialists.

You must possess an expert understanding of the UAE’s regulatory environment and the ability to mentor a team to deliver world-class service.

Key Responsibilities :

Team Leadership & Coaching

  • Lead, mentor, and manage the daily activities of the Onboarding Specialists and Account Executives.
  • Provide continuous coaching on account management, service delivery, and professional communication.
  • Conduct performance reviews and set clear KPIs for the team regarding mobilization and client satisfaction.
  • Act as the primary technical resource for the team regarding UAE Labor Law and immigration procedures.

Point of Escalation & Complex Account Management

  • Serve as the senior point of contact for high-value clients and complex employee relations issues.
  • Resolve escalated grievances, contract disputes, and sensitive termination cases in line with UAE regulations.
  • Support the team in managing high-pressure mobilizations and solving bottlenecks in the onboarding process.
  • Help grow the existing client book through high account management engagements

Compliance Oversight

  • Oversee the end-to-end PRO and immigration lifecycle, ensuring the team coordinates effectively with Clients & Employees and internal teams
  • Maintain an expert-level understanding of MOHRE, ICP, GDRFA, and Free Zone portals to troubleshoot processing delays.
  • Ensure all employment practices, contracts, and internal policies strictly adhere to the UAE Labour law
  • Monitor department-wide compliance with WPS (Wage Protection System) and

Emiratisation (NAFIS) requirements.

Operations & Reporting

  • Standardize and improve onboarding/offboarding workflows to increase departmental efficiency.
  • Review and approve complex financial calculations, including End of Service Benefits (EOSB) and payroll adjustments.
  • Prepare and present high-level operational reports for management, tracking division revenue, SLA adherence, and team productivity.
  • Identify process gaps and implement continuous improvement initiatives for the EOR and staffing business.

CANDIDATE REQUIREMENTS

Candidate must have a minimum of 5 years of proven experience in EOR and staffing operations in the UAE with a fair understanding of PRO services with at least 2 years in leadership or supervisory role managing a team of account executives/onboarding specialists

  • Relevant Industry Background: EOR & Staffing experience is a must

Technical / Functional Skills (Must-Have):

  • Advance MS office & Excel skills
  • Must know Excel reporting

Soft Skills Required:

  • Excellent written & verbal communication skills. Should be able to articulate effectively and communicate effortlessly while simplifying context
  • Education Level: Bachelors in any Major, Business preferred

Job Type: Full-time

Pay: From AED10,000.00 per month
