Job Summary
The HR Benefits & Operations Specialist is responsible for administering employee benefits programs, managing leaves of absence, and ensuring compliance with federal and state regulations while supporting daily HR operations. This role serves as a key resource for HR-related transactions, data integrity, process improvements, and cross-functional collaboration to maintain accurate employee records, resolve inquiries, and enhance operational efficiency across the HR department.
Essential Duties and Responsibilities
- Advise employees on benefit eligibility, provisions, and related matters; support Third Party Administrators in claim resolution.
- Administer leave of absence programs (FMLA, non-FMLA, USERRA, personal leaves, short-term and long-term disability, bereavement) and the ADA accommodation process in accordance with company policies and applicable laws.
- Assist in maintaining statistical data on premiums, claims, and costs.
- Assist with open enrollment, year-end processing of health and welfare benefits, and resolution of benefits issues/requests.
- Process HR transactions in the HRIS (including rehires, terminations, and employee life cycle changes) based on research, personnel data, and business rules.
- Serve as Subject Matter Expert for HR Operations policies, federal guidelines, and core processes; maintain knowledge of trends and regulatory changes.
- Establish and document process/procedure improvements
- Complete and maintain I-9 documentation, e-verification, and reverification; administer workers’ compensation programs in partnership with HR Managers.
- Prepare and maintain employment files in compliance with company and federal policies; ensure compliance with regulations including ADA, EEO, COBRA, HIPAA, EEO-1 reporting, and temporary employment tracking.
- Generate reports, audit data for accuracy and integrity, and assist with HR-related policy review, interpretation, and guidance.
- Oversee Benefits and HR Operations inboxes; respond to employee inquiries, verification of employment requests, and basic administrative tasks (filing, etc.).
- Partner with internal HR teams (Recruiting, Benefits, HR Directors), Payroll, IT, Legal, and Compliance; support cross-departmental projects and ad hoc requests.
- Take on special projects to support the broader HR team.
- Other duties as assigned.
Qualifications and Requirements
- Bachelor’s degree in Human Resources or related field preferred.
- 2–4 years in benefits administration preferred.
- Minimum 1 year supporting HR-related functions required.
- Minimum 1 year experience with HRIS systems (Paychex preferred) required.
- State and federal employment laws and regulations, including ADA, EEO, COBRA, HIPAA, FMLA, USERRA, and EEO-1 reporting; California laws a plus.
- HR Operations processes, data integrity, and compliance best practices.
- Intermediate proficiency in Microsoft Office Suite (Excel, Word, Outlook).
- Intermediate knowledge of Paychex HRIS and PlanSource database preferred.
- Excellent verbal and written communication, interpersonal, negotiation, and conflict resolution skills.
- Strong analytical, problem-solving, organizational, and time management abilities with proven capacity to prioritize tasks and meet deadlines.
- High commitment to customer service, integrity, professionalism, and confidentiality.
- Ability to think independently and act proactively.
