We are seeking a highly experienced and capable Tender& Procurement Manager to lead and oversee all tendering and procurement activities for our upcoming construction and industrial projects. The selected candidate will play a central role in both pre- and post- tender phases, with full responsibility for vendor/subcontractor engagement, bidding strategy, commercial proposal preparation, and material sourcing, cost estimating.
The role requires advanced technical knowledge, deep market insight, and strong coordination with clients, consultants, and internal departments.
1. Tender Management:

Conducting pre-bid site visits (if needed) to assess site conditions, risks, and logistics Full preparation of tender documentation including commercial and technical submissions.

Development of pre-qualification documents and company profiles for private and government bids.

Post-bid negotiations with clients, contractors and consultants to finalize contract terms.

Coordination with clients, JV partners, consultants, and authorities throughout the bid cycle.

Selection and screening of tenders from various official platforms

Ability to interpret and prepare tender documents, drawings, and BOQs.

Float RFQs for materials, equipment, and subcontract works; evaluate vendor offers.

Lead vendor/subcontractor selection and pricing negotiations.
Preparation of purchase orders and subcontract agreements.
3. Contract Administration:
- Familiarity with FIDIC and GCC (General Conditions of Contract) standards.

Manage contract documentation, letters, and extensions of time (EOT) claims.

Handle variation orders, penalties, and project cost control.

Liaise directly with consultants, clients, and subcontractors for all contractual matters.
Qualifications and requirements
- Bachelor’s degree in civil engineering, Construction Management, or related field.

15+ years of experience in construction tender planning, with exposure to factory construction.

Good knowledge of estimation, rate analysis, and job costing

Familiarity with different contract types (Lump Sum, EPC, Design-Build, etc.).

Proven track record in tendering, contracts, procurement, and vendor management.

Proficient in MS Office, AutoCAD, Primavera, and ERP / document control tools.

Strong communication, negotiation, and commercial risk analysis skills.

Understanding of FIDIC and other standard contract conditions.

Experience in handling claims, variations, EOTs, and penalties.

Basic legal understanding of procurement and subcontract agreements.

Up-to-date knowledge of market rates, materials, equipment, and vendors.

Identify potential technical, commercial, and logistical risks at the tender stage and report them to Senior Management.
