Job Summary

Mohave County Public Works- Traffic Control is looking to fill a Traffic Division Supervisor position.

We are located at 3715 Sunshine Dr., Kingman, AZ.

Our Mission

We are responsible for installing and maintaining traffic signs throughout Mohave County. The Division currently maintains approximately 31,000 traffic control devices including regulatory signs, warning signs, guide and street name signs. All the traffic signs used by the Division are manufactured at the Kingman facility. Signs are manufactured by applying plotter cut vinyl sheeting from a computer based graphic design system. The Division also designs and fabricates the seals, decals, emblems, and Sheriff Stars used by other County Departments and Government agencies.

Traffic Division Supervisor -> Salary Range 22 Steps 1-12 $32.73 - $45.29/hr.

Must pass a drug screen post offer.

Essential Job Functions

Manage staff, methods, equipment, schedules, materials, and recommended budgets to complete the installation, repair, maintenance, and operations of relevant fields of the Public Works Division.
Exercise supervision over assigned Public Works staff, perform employee evaluations, recommend hiring, promotions, disciplinary actions, training, and terminations.
Plan, schedule, direct, and oversee the development and completion of the Division work plans, assign projects, monitor workflow, evaluate methods and procedures, oversee the inventory and ordering of materials, provide time accounting and time sheet approval, review and evaluate work of departmental policies and procedures, maintain department records, create reports, oversee temporary employees and contract work.
Follow and enforce all safety rules and procedures for work areas, including traffic control plans, personal protective equipment, safety meetings, and monitor training schedules and keep records.
Respond to requests and inquiries from the public, County staff and outside agencies. Provide excellent customer service including responding in a timely manner to telephone calls, written requests and inquiries, meetings with citizens to resolve complaints, as well as assisting other County staff, agencies, business communities, and the public with special events or emergencies.
Provide data, technical and system knowledge for capital improvements projects and long-term maintenance and operations. Provide review of development plans, and consultant proposals as requested.
Monitor and recommend budget expenditures for each year.
Represent the County at community interaction, regulatory/advisory meetings, boards, and functions as appropriate, and establish and maintain effective relationships with peers in other agencies and organizations, business communities, and citizen groups.
Set professional development goals, maintain proficiency in certifications, demonstrate integrity and honesty, provide effective leadership, and serve as a positive example for staff. Must demonstrate regular, reliable and punctual attendance.
Administer Division off-hours availability and emergency scheduling.
Complete special projects and perform other responsibilities and duties assigned by the Public Works Director.
Participate as part of Incident Command during emergencies

As assigned to Traffic Control: (may include any and/or all the essential functions above):

Supervises traffic control operations crews for maintenance of electronic traffic control devices, traffic control signals, wireless communications, signs, and markings.
Assists traffic engineering staff and consultants on project studies.
Prepare temporary traffic control plans for county road maintenance work.
Inspects temporary traffic control deployment in field; performs field inspection of traffic control device installations for County acceptance.
Operates computer-based applications for interfacing with and controlling traffic control devices.
Supervises and conducts inspections on traffic control-related projects.
Manages traffic control device assets and inspection program to ascertain asset condition and replacement need.
Responds to traffic control complaints and traffic operations situations to formulate responses.
Review, understand, and interpret engineering plans for traffic control device installation.
Prepares and manages the Traffic Control Division annual budget.
Checks and reviews are needed for maintenance of traffic control devices, assigns work, schedules jobs, and checks job progress.
Schedules, monitors, and evaluates the work of Traffic Control / Signs personnel. Trains and supervises crews in the appropriate installation, repair and maintenance of electronic traffic control devices, traffic signal equipment, wireless communications, signs, and markings.
Supervises work of the sign fabrication shop.
Tests equipment to ensure proper working conditions.
Responds to emergency calls for temporary traffic control, non-working traffic signals, and damaged traffic signs.
Maintains inventory of supplies and equipment.
Maintains records of existing traffic control devices, their condition, and work performed using an electronic work order system.

Minimum Qualifications

High School Diploma/GED (General Education Degree).
Five (5) years’ successful experience in the performance of advanced level and/or working supervisor level work involving construction and maintenance in the relevant field of the Public Works Division.
Two (2) years supervisory or team lead experience.
OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Knowledge, Skills & Abilities

Complete understanding of the standards and guidance of the latest edition of the Manual on Traffic Control Devices.
Principles and practices of construction and maintenance of traffic control devices, electronic devices and signals for traffic control, and supporting infrastructure, equipment, facilities, and fleet.
Project and program management.
Principles and practices of Asset Management, and best practices evaluation principles for maintenance and replacement programming and scheduling.
State and Federal laws governing construction and maintenance activities including OSHA standards, and state and federal regulatory and compliance requirements.
Policies, rules, and regulations governing safety programs and policies.
Principles and practices of leadership, supervision, and training.
Estimating, costing, ordering materials, and equipment scheduling: Plan review to determine materials, tools, equipment and sequence of work.
Budget principles and practices: Microsoft Office products and other relevant technologies. Capital improvement and fiscal short- and long-range planning.
Making appropriate decisions, verifying compliance with department policies, objectives and procedures, statutes, laws, rules, and regulations, and using initiative and independent judgment within established guidelines.
Directing and coordinating construction and maintenance projects and programs for County infrastructure, equipment, facilities, or fleet.
Developing and managing construction and maintenance plans, budgets, policies, and procedures.
Exercising participative management skills, high levels of negotiation, and the ability to reach consensus on complex issues to achieve organizational goals and objectives.
