GENERAL STATEMENT OF RESPONSIBILITIES

Under general supervision, this position is responsible for managing the Department’s training
programs to include assessing needs, developing curriculum, ensuring program compliance with
mandatory standards. Reports to the Senior Safety Officer.

ESSENTIAL JOB FUNCTIONS

Develops, conducts, and coordinates training curriculum based on training needs to include
regulatory, professional, safety, and skill development programs for departmental employees.
Conducts training assessments and surveys to measure training program effectiveness. Researches
state and federal laws and regulations for changes or updates to employer-mandated training
requirements. Ensures that all mandated training is scheduled and completed as required.

Maintains the training library. Collects and updates various training materials including multi-
media; recommends the purchase of training material. Maintains a training database to monitor and
document training and attendance; produces statistical reports, safety bulletins and related
awareness and outreach material.

Performs other duties as assigned.

PERFORMANCE STANDARD

REQUIRED KNOWLEDGE

  • Education and Training – Knowledge of the principles, techniques and methods of adult

education and training to include methods for developing training outlines and employee
development programs. Knowledge of group dynamics and team building as applied to group
training.

  • Information Technology – Knowledge of office equipment and personal computer to include
word processing and a variety of presentation media.
  • Safety - Knowledge of occupational hazards, safety precautions, and safety regulations to include
OSHA, EPA and DEQ.

REQUIRED SKILLS

  • Critical Thinking – Using logic and reasoning to understand, analyze, and evaluate complex

situations and research information to identify the strengths and weaknesses of alternative
solutions, conclusions or approaches to the training needs identified.

  • Interpersonal Relationships – Develops and maintains cooperative and professional relationships
with employees and all levels of management to include representatives from other departments
and organizations.
  • Time Management - Plans and organizes daily work routine. Establishes priorities for the
completion of work in accordance with sound time-management methodology to meet strict
deadlines.


REQUIRED ABILITIES

  • Communication – Excellent ability to communicate ideas and proposals effectively to diverse
audiences to include preparing and conducting training, preparation of reports, and policies.
Excellent ability to listen and understand information and ideas presented verbally and in
writing. Ability to handle a variety of issues with tact and diplomacy and in a confidential
manner.


EDUCATION AND EXPERIENCE

Requires a Bachelor’s Degree in Public Administration, Human Resources, Psychology, Adult
Education or a related field with 2-4 years of experience working in a training environment or an
equivalent combination of education and experience.

ADDITIONAL REQUIREMENTS

Requires a valid driver’s license with an acceptable driving record.

Must successfully complete the required National Incident Management System (NIMS) Incident
Command System Certifications within one year of employment.

The job is considered Essential Personnel and will be required to work during and following natural
disasters and emergency situations.

PHYSICAL REQUIREMENTS

  • Requires the ability to exert light physical effort in sedentary to light work.
  • Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10
pounds).
  • Tasks may involve extended periods of time at keyboard or work station.

SENSORY REQUIREMENTS

  • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
  • Some tasks require the ability to communicate orally.
