The City of Raleigh is seeking a Web Content Manager with a unique blend of website and communications skills to lead the next iteration of RaleighNC.gov. The new site design contains multiple storytelling elements designed to showcase how Raleigh serves its 500,000+ residents. The successful candidate will recognize these stories in sometimes bureaucratic-sounding content, then use the website elements to make those stories shine. You will coach staff across City departments to do the same. The website is Raleigh residents’ first stop for information. Thus, it is key to the Communications Department’s goal to set a new standard for government communications. If your ears perked up at that, read on.

About You:
You grasp big-picture strategy and can make the daily tactics align to achieve it. You understand analytics and deliver them in a way that engineers, artists, and executives can use them to better achieve their goals. You have the ability to bend websites (preferably those based on Drupal) to your will, and the ability to help others do the same. You can streamline a click path, log a JIRA ticket, and architect web support for a campaign to educate residents all in the same day.

You build strong relationships with your direct reports, the full communications team, and your colleagues at all levels across the organization. This is especially true of your IT partners with whom you collaborate to run the website. You believe local government has a big role in residents’ everyday life, and you want to help them see it on their website.

About Us:
The City of Raleigh is now home to 500,000-plus residents, with more coming every day. As a large city, our communications must align across services, and the Communications Department is the nerve center that coordinates messaging across departments. The website is the main vehicle where those messages are delivered and, therefore, has a staff of four guiding the daily work. This position represents the website in weekly and monthly team planning meetings. This position reports to one of two assistant directors on an overall team of 30.

Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.


  • Guide the web content strategy for the City, collaborating with communicators across the organization to ensure web pages deliver a positive user experience with clear and engaging content.
  • Manage a team of two full-time and one part-time positions.
  • Guide development and maintenance of primarily RaleighNC.gov using the Agile model. Write support tickets and perform quality assurance. The City’s intranet is also a responsibility of this position.
  • Train City-wide content editors on website best practices, industry standards, Americans with Disabilities Act compliancy, and search engine optimization.
  • Work with IT to troubleshoot bugs with technology tools such as the hosting platform, content management system (CMS), email dissemination tools, the survey site, video hosting platforms, and podcast platforms.
  • Determine website needs to fulfill requirements of the organization and its stakeholders
  • Collaborate with key stakeholders to activate web features that deliver timely information to our community during crises and emergencies.
  • Manages a team of web content managers who implement change requests for digital platforms. Uses influential authority to guide 80+ web editors across the organization.

Typical Qualifications

Education and Experience:

Bachelor's Degree in Communications, Public Relations, Marketing, Public Affairs, or related field; 5 to 7 years' experience in public relations, communication, marketing, web content management, web design, user experience (UX), supervisory, or related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licensing and Certifications:
  • This position does not require any licensing and certifications at the time of hire; however, the incumbent will be required to complete several National Incident Management System and Incident Command System certifications within the first year of hire.

Additional Information

Knowledge of:

  • Common website development and management tools including content management systems (Drupal), search engine optimization (Cludo for site search), web analytics and site optimization (SiteImprove), and others
  • Other communication tools including customer service (AskRaleigh) email marketing (GovDelivery), community engagement & surveying (Public Input) and how they work with the main website to deliver a seamless user experience.
  • Website content strategy and user experience

  • HTML coding in order to adjust specific elements of a website
  • National Incident Management System (NIMS)
