Sieda Community Action is seeking motivated candidates for the Accounting Clerk position. This position is based in the Corporate Offices and Wapello County Resource Center located in Ottumwa. The Accounting Clerk supports the Fiscal Officer in developing and maintaining a strong system of internal control and a strong and sound fiscal accounting systems that are instrumental in managing the Federal and State grants that Sieda receives. Responsible for various accounting duties within the fiscal department including accounts payable, accounts receivable, and program billing.


To be considered for the Accounting Clerk position candidates must possess an Associate degree in accounting, business, or related field (Bachelor's degree in related area of study preferred) and one year of work experience (one year accounting or business work experience preferred)

Full Job Description

SUMMARY:

Support Fiscal Officer in developing and maintaining a strong system of internal control and a strong and sound fiscal accounting systems that are instrumental in managing the Federal and State grants that Sieda receives. Responsible for various accounting duties within the fiscal department.


DUTIES:

  • Performs multiple duties requiring moderate skills.
  • Complies with Uniform Guidance 2 CFR Part 200
  • Accounting responsibilities may include but not limited to:
    • Makes daily deposits using desktop deposit equipment.
    • Process Accounts Payable, Accounts Receivable and program billing.
    • Summarizes current financial status to program supervisors by collecting information, preparing profit and loss statements, and other reports.
    • Maintain employee payroll and time reporting systems including: new hires and terminations, status changes to include leave of absence, benefits, pay changes, deductions, garnishments, etc.
    • Review, investigate, and correct errors and inconsistencies in financial entries, documents, and reports.
    • Assists staff by answering questions on accounting procedures.
    • Provides internal and external auditing support.
    • Maintain various tracking and reporting as assigned.
    • Maintain supplies and make purchases utilizing the PO system as assigned.
    • Cross train with other fiscal staff to provide support to entire fiscal department
  • Other duties determined necessary to support the fiscal department team in achieving the goals of the agency.

INDEPENDENT ACTION:

  • Receives periodic supervision regarding task guidelines and completion.
  • Must perform job duties with a high degree of accuracy within specified deadlines.

DECISION-MAKING AUTHORITY

  • Limited independent decision-making authority

ADDITIONAL TRAINING:

  • Required Agency training
  • Uniform Guidance training

PROGRAM REPRESENTATION:

  • Requires expansive levels of interaction with staff, customers, other agencies or funders in role where they represent fiscal with multiple agencies
  • Requires regular ongoing monitoring of program paperwork compliance.
  • Respect and protect confidentiality of clients and staff (both current and past) at all times.
  • Demonstrate professional behavior within job responsibilities, including work ethics, communication, team-building skills, positive attitude, conflict resolution and problem solving skills.

PROGRAM DESIGN AND PLANNING:

  • Involved in the planning of single program reflective of his/her job responsibilities.

  • Travel is required both in and outside the service area. Proof of auto insurance and valid driving license is required if employee claims travel reimbursement.

Ability to interpret an extensive variety of written rules and regulations and translate that information to various program staff in a format resulting in contractual compliance in the delivery of program services.

PRE-EMPLOYMENT REQUIREMENTS:

The requirements listed below are representative of the knowledge skill, and/or ability required to be considered for this position.


FORMAL EDUCATION:

  • AA in accounting, business, or related field required
  • BA in related area of study preferred

EXPERIENCE:

  • One year minimum work experience.
  • One year accounting or business work experience preferred

TECHNICAL PROFICIENCY:

  • Requires moderate level computer knowledge and experience, has ability to use existing program software applications, create new program applications, provide staff training on program software and will perform software and/ or hardware troubleshooting.
