To carefully study the job technical requirements / specifications and recommend the most suitable materials and subcontractors that satisfies the jobs cost, time and quality constraints. To develop and maintain technical library for the company that includes technical material for approved suppliers and subcontractors.

Key Responsibilities:

  • Conducts market visits and attends trade shows to increase market network and awareness.
  • Develops, maintains, and updates the technical library with relevant supplier/subcontractor brochures and catalogs.
  • Introduces new subcontractors from the market who offer best prices, quality, and payment terms.
  • Responsible for maintaining the material procurement database.
  • Leads the development and prequalification of subcontractors and vendors.
  • Generates material and subcontractor logs to align with the Procurement Plan, subject to Procurement & Subcontracts Manager approval.
  • Sends Requests for Quotation (RFQ) for materials and subcontract work as per the project schedule received from Planning.
  • Collects and uploads RFQ responses and quotations to the SharePoint module.
  • Prepares comparison sheets (technical, pricing, schedule, and budget evaluation), obtains necessary approvals, and uploads to SharePoint.
  • Updates subcontractor and material logs for site, consultant, and planning progress reports.
  • Provides material samples to the site for client/consultant approval.
  • Reviews and initials Local Purchase Orders issued by purchasers.
  • Supports the Construction team with timely delivery of materials, resolving technical issues, and addressing payment concerns.
  • Ensures purchased items comply with project requirements and specifications.
  • Prepares Letters of Intent, Letters of Acceptance, and Subcontract Agreements in coordination with the Sr. Procurement Engineer/Officer.
  • Coordinates with the Engineering Department to obtain technical evaluations, compliance checks, and scope matrices for major subcontractors, and communicates requirements accordingly.
  • Discusses vendors from the approved vendor list with the Sr. Procurement Engineer/Officer and Procurement & Subcontracts Manager prior to releasing any major RFQ.
  • Attends internal weekly Procurement Department meetings and provides project-specific feedback.
  • Attends site meetings when necessary.
  • Assists in training and development of personnel in the Procurement and Subcontracts Department.
