The Assistant Manager - Engineering will manage the maintenance and repair of the hotel buildings, grounds and contents in a cost-effective manner and ensure the efficient and safe operation of all plant and equipment. The role will be responsible for all security, fire prevention and safety issues, establishing and maintaining good working relationships with the relevant governmental organizations.

What will I be doing?

As the Property Manager, you will be responsible for performing the following tasks to the highest standards:

  • Organize and administer the Property Management, ensure that effective work control and productivity are maintained, whilst using every means to increase productivity and reduce costs.

  • Periodically assist in the reviewing of manning figures, keeping a balance between under and over-staffing so that all team members are fully occupied during their hours on duty, whilst balancing the need for overtime and the use of outside contractors accordingly.

  • Direct and supervise the implementation of an effective Trouble Report system, together with other day-to-day works of general maintenance and repair to ensure that the building’s contents and surroundings are at all times in first-class condition throughout.

  • Identify and arrange for all necessary work to maintain a high standard whether mechanical, electrical or civil, to be completed on time.

  • Ensure that a full preventative maintenance schedule exists for every item of mechanical and electrical plant or equipment, including that of other departments such as kitchen, etc., including major plant such as lifts, chillers, boilers, cooling towers, air handling units and fans, pumps, automatic control systems, etc.

  • Incorporate these schedules into the development of a comprehensive preventative maintenance scheme; direct and supervise the work of his / her team members and outside contractors in its continuous implementation.

  • Ensure that all items of plant and equipment are operated in a safe and efficient manner, during the periods required and in accordance with sound engineering practices, closely monitoring the effects of servicing and maintenance on their condition wherever possible.

  • Ensure that all records of maintenance and testing are kept.

  • Negotiate terms and conditions for all manufacturers / agents and service contracts with the assistance of the FM while the Chief Engineer is responsible for budgeting and financial planning for the Property Management.

  • Be aware of the hotel’s financial targets and have a commercial awareness of the financial plan.

  • The Engineer is directly responsible to the Operations Manager of the hotel, for operation of the department according to the departmental financial plan and implement savings wherever possible without detriment to safety or guest satisfaction.

  • Co-ordinate and supervise the work of service contractors to ensure that the terms of all such contracts for major plant and systems are fully implemented, ensuring that all outside contractors and in-house team members carry out their work, in accordance with and adherence to company, local and regional health and safety at work criteria.

  • Prepare lists of spare parts and materials required for the continued correct functioning of all plant items and equipment, ensuring that adequate stock is maintained.

  • Organize and supervise the engineering storeroom, implementing efficient stores / inventory control.

  • Assist in assessing the long-term requirements of the hotel, including overhaul / rehabilitation programs or renewal / replacement works, etc.

  • In conjunction with the Vice President, Engineering and Real Estate Department if applicable, advise the General Manager accordingly and assist in drawing up a comprehensive 4 or 5-year capital plan.

  • Remain up to date with the latest technology and advise the Management on the potential impact on the hotel.

  • Study and arrange for the implementation of all Health and Safety, Energy Control and Management directives.

  • Keep up-to-date records of all test certificates / licenses such as, but not limited to, electrical tests, pressure vessels, fire systems and panels, etc., assisting the Human Resources Manager in planning all team member training needs for Fire / Health / Safety and Security issues where applicable.

  • Complete and provide all regular reports and statistics required by the Area / Regional VP of Engineering, maintaining an efficient record / filing system as necessary.

  • Maintain contact with local authorities such as the Fire Department, Electricity Supply Company, Water Supply Authority, City Building and Health Inspectors, etc., ensuring that all requirements are being complied with and that assistance or advice will be readily available whenever required.

  • Study and periodically review the terms of all-utility supply contracts, etc., to determine whether these are the most advantageous that can be obtained.

  • Hold regular meetings for Energy Conservation, Environmental issues, Fire Training (if applicable), Team member Communications and Health and Safety.

  • Have frequent meetings with other Department Heads to review the current performance of their equipment and in the case of the Purchasing Manager, to review the current status of all purchase requests and orders to ensure that all items are being progressed as necessary.

  • With the assistance of the Human Resources Manager, select the Engineers for employment within the department.

  • Recommend and organize where necessary, the training and development of any member of the department with potential for advancement, either in-house or with another hotel, or outside agency.

  • Make frequent inspection tours, to check condition of building and equipment, and to monitor work progress generally.

  • Implement the Hilton Garden Inn International Security Management and Guidelines Manual.

  • Implement laws and regulations formulated by the People’s Republic of China and Municipal Government.

  • Ensure the protection of hotel property, lives protection of guests, team members and their property.

  • Institute Security Regulations, Fire Prevention Regulations, guide and coordinate other departments in security management.

  • Supervise and check the implementation of all security regulations and follow up.

  • Organize daily routine patrol and security check to every part of the hotel.

  • Report and remove any potential obscuration of accident or fire to Management.

  • Work out emergency procedures for fire and security, organize drills.

  • Conduct on-site guidance and rescue work of emergencies such as fire and explosion.

  • Offer safety and fire prevention training to team members and professional training to Security.

  • Assist PSB, Fire Control Bureau or organize security guards related to investigate all criminal cases and fire accidents occurred in the hotel.

  • Work out security guard plans and organize guards to ensure the safety of guests in case of VIP activities.

  • Establish and maintain good working relationships with PSB, Fire Control Bureau and other.

  • Establish harmonious rapport with other departments and team members in a positive way to promote team spirit.

  • Ensure that reporting and servicing deadlines are met on time.

  • Complete special duties as instructed.

  • Comply with Hilton Garden Inn Team Member Handbook and hotel policies and procedures.

  • Adhere to the hotel’s security and emergency policies and procedures.

  • The Property Manager must be familiar with all policies affecting the hotel.

  • Ensure that all team members have a complete understanding of and adhere to the hotel’s team member rules and regulations.

  • Carry out any other reasonable duties and responsibilities as assigned.

What are we looking for?

A Property Manager serving Hilton Brands is always working on behalf of our Guests and working with other Team Members. To successfully fill this role, you should maintain the attitude, behaviours, skills, and values that follow:

  • Degree holder.
  • At least 10 years of experience in a hotel / building service or other appropriate engineering field.
  • At least 5 years in a Chief Engineer position or Assistant Chief Engineer position working experience in a 5-star hotel.
  • 1 or 2 years of extensive hotel security managing experience.
  • Have specialized knowledge on water treatment, hydraulics, mechanics, chillers, air flows, H.V.A.C., L.V., electronics, sound, TV, lighting, elevators, boilers, pumps, fire safety, etc.
  • Capable of maintaining all hotel building services including the security system, air-conditioning, ventilation, refrigeration, electrical installation, lighting system, plumbing system, boiler, laundry, kitchen, lift, fire protection, escalator, sound system, TV system, etc.
  • Possess knowledge of the requirements of government regulations and technical rules.
  • Possess knowledge of energy conservation.
  • Experience in training Property team members about engineering and security knowledge.
  • Able to read, write and converse in English to meet business needs.
