Compensation:

  • Annual Salary Range: $80,000.00 - $95,000.00

Position Summary & Responsibilities:

Position Summary

This position serves as a staff attorney in the Office of Procurement and Contracts (OPC) within the Department of Administration. The staff attorney reports directly to the Director of Purchasing.

The Office of Procurement and Contracts (OPC) has responsibility for the following functions: to promote the use and development of processes which serve the best interests of the State of Kansas and its citizens, along with finding and implementing increased economies and efficiencies in the procurement process, maintaining the highest level of integrity, fostering broad based competition together with fair and equal treatment for all entities involved in the procurement process, and always seeking the best value and highest quality of goods and services being offered to the State of Kansas.

This position provides specific legal assistance to agencies across the state. The Office of Procurement and Contracts is involved with all contracts for purchasing. These duties include but are not limited to:

  • Perform legal research on behalf of the agency;
  • Review applicable statutes, regulations, and court orders which may affect Department functions;
  • Prepare, analyze, and interpret legal documents, instruments, and correspondence as required;
  • Draft policies and procedures on behalf of the Department and other state agencies;
  • Review and negotiate architecture, engineering, Commodity (consumable), Services and ancillary contracts
  • Review and negotiate lease agreements;
  • Appear in court as necessary, such as bid protests by unsuccessful vendors. Represent the State of Kansas and OPC in all phases of litigation related to contracts. Responsibilities include providing legal analysis of cases, preparing and filing legal pleadings and documents.
  • Attend CLE seminars for state government attorneys.

Minimum Qualifications

  • The successful candidate will have a Juris Doctorate from an institution accredited by the American Bar Association; be admitted to the practice of law in Kansas; demonstrated capacity to deliver legal advice, work collaboratively, and establish positive interaction in a complex environment involving an array of distinct constituencies; and evidence of strong written and oral communication skills.

Kansas Tax Clearance Certificate: A valid Kansas Tax Clearance Certificate is a condition of employment for all employees of the State of Kansas. Applicants (including non-residents) who receive a formal job offer for a State job, are required to obtain a valid Tax Clearance within ten (10) days of the job offer. A Tax Clearance can be obtained through the Kansas Department of Revenue who reviews individual accounts for compliance with Kansas Tax Law.
