Business Development Executive - Bidding & Proposals

OPERVANT LLC is a U.S.-based operations support and workforce solutions company providing customer support, call center services, administrative support, recruiting, healthcare support, staffing, and back-office operations.

We are searching for a professional and motivated Business Development Executive - Bidding & Proposals to join our growing team. The ideal candidate should have strong English communication skills, excellent research ability, proposal writing experience, and the confidence to identify business opportunities through government contracting platforms, subcontracting channels, LinkedIn, and outreach campaigns.

KEY RESPONSIBILITIES

  • Search and identify opportunities on , state procurement portals, and government contracting platforms
  • Research and pursue subcontracting opportunities with large government contractors
  • Prepare and submit proposals, capability statements, and bid packages
  • Conduct outreach to prime contractors, healthcare organizations, staffing firms, corporate clients, and procurement teams
  • Generate leads through LinkedIn, email campaigns, and business development efforts
  • Build relationships with procurement departments, contracting officers, and decision-makers
  • Track RFPs, RFQs, RFIs, and commercial opportunities
  • Maintain a pipeline of opportunities and provide weekly progress reports
  • Coordinate with management regarding pricing, proposals, and contract requirements

REQUIREMENTS

  • Excellent written and spoken English
  • Experience in bidding, proposal writing, business development, lead generation, or government contracting
  • Familiarity with , LinkedIn, Upwork, Freelancer, Bark, or similar platforms is preferred
  • Strong research, communication, negotiation, and follow-up skills
  • Ability to work independently and achieve targets
  • Professional attitude, punctuality, and willingness to learn
  • Must be comfortable working in a hybrid role in Islamabad/Rawalpindi

PREFERRED EXPERIENCE

  • Government contracts and procurement
  • Federal, state, or local contracting opportunities
  • Staffing, healthcare support, call center, or administrative support services
  • Prime contractor and subcontractor relationship development
  • Proposal writing, capability statement preparation, and bid submissions

COMPENSATION AND BENEFITS

  • Starting salary from PKR 50,000 per month
