Job Summary

The Business Unit Manager will lead the strategic development, financing, execution, and operational oversight of large-scale PPP / IPP projects across the GCC, with primary focus on Saudi Arabia. The role holds full P&L responsibility and ensures alignment with government regulations, lender requirements, and shareholder expectations while driving sustainable and bankable infrastructure investments.

Main Duties & Responsibilities :

  • Lead development and execution of PPP / IPP projects across renewable energy, water, wastewater, entertainment and iconic administrative sectors.
  • Initiate and structure PSP/PPP investment models, particularly in NRW reduction and utility optimization.
  • Drive business development initiatives and capital investment strategies aligned with Vision 2030 and regional infrastructure goals.
  • Prepare and present project proposals to government entities, lenders, and investors.
  • Oversee full project lifecycle: feasibility studies, bidding, development, financing, EPC, commissioning, and O&M oversight.
  • Lead competitive bidding processes, including preparation of RFI, RFQ, RFP, and technical/contractual documentation.
  • Structure and negotiate EPC, O&M, PPA, Usufruct, and concession agreements ensuring bankable and risk-balanced terms.
  • Achieve financial close with regional and international lenders.
  • Coordinate with lenders’ technical, financial, and legal advisors to secure compliance and financing approvals.
  • Implement project governance frameworks aligned with international standards and IFC Performance Standards.
  • Lead risk management, ESG compliance, and regulatory adherence throughout project lifecycle.
  • Manage disputes, claims, and contractual negotiations to protect company interests.
  • Supervise EPC contractors to ensure scope compliance, performance guarantees, and timely project delivery.
  • Oversee O&M contractors post-COD, monitoring KPIs and asset performance to maintain operational reliability.
  • Manage large-scale utility operations including water production, wastewater treatment, metering, billing, and collection systems.
  • Monitor internal and external performance indicators and service quality standards.
  • Oversee clients’ management including technical, financial, regulatory, and customer service operations.
  • Supervise metering systems, billing processes, tariff management, and revenue collection frameworks.
  • Report operational and financial performance to shareholders, lenders, and Board of Directors.
  • Lead multi-disciplinary teams across technical, financial, contractual, and regulatory domains.


Requirements

Essential:

  • Education: Bachelor degree in Engineering.
  • 7+ years of proven executive leadership in PPP / IPP projects within GCC markets, and 15+ years of experience in PPP / IPP sector in general.
  • Proven executive leadership in PPP / IPP projects within GCC markets.
  • Strong financial modeling, project finance, and lender negotiation capabilities.
  • Deep understanding of concession structures, PPA frameworks, and EPC/O&M contracting.
  • Strong strategic Leadership & P&L Management with experience in Risk & ESG Governance
  • Good knowledge of project Finance & Financial Close
  • Skills in Contract Negotiation & Claims Management, utility Operations Management, stakeholder & Government Relations, and investment Structuring & Capital Strategy
  • Excellent negotiation, problem solving, analytical and business intelligence skills.
  • Excellent written and verbal communication skills in the English language.
  • Ability to manage multiple projects adhering to logistics, timescales and deadlines
