Logistics Associate Director

Job Summary:


The job holder is responsible for leading the strategic planning, integration, and operational delivery of freight, back-of-house (BOH), and off-site logistics services for Expo 2030. The role defines the logistics operating model, governance structure, and performance framework, ensuring safe, compliant, and efficient logistics execution across all event phases (build-up, live operations, and breakdown), fully aligned with the Concept of Operations, Site Masterplan, and cross-functional operational requirements.


Responsibilities:


Strategic Planning & Integration:

  • Develop the Logistics Functional Area Operating Plan (FAOP) aligned with the overall Concept of Operations and Site Masterplan.
  • Define logistics operating model, governance structure, and escalation protocols.
  • Lead risk identification and mitigation planning for Logistics function.
  • Contribute to OPEX budgeting, cost forecasting, and financial controls
  • Support procurement strategy, contractor scope definition, and evaluation of commercial proposals.
  • Interface with Venue Operations, International Participants, Commercial/F&B, Overlay, Security, Transport, and Command & Control functions.


Freight & BOH Logistics Planning:

  • Lead the development and implementation of integrated freight and BOH logistics strategies across build-up, live, and breakdown phases
  • Plan vehicle routes, sequencing access, and delivery schedules aligned with venue operational constraints.
  • Define logistics zoning, staging areas, loading docks, and storage interfaces.
  • Coordinate vehicle permitting, accreditation, and insurance compliance.
  • Develop demand forecasting and dock capacity modelling for peak operational periods.
  • Establish freight prioritization protocols and escalation frameworks.
  • Integrate freight operations with venue access control, security screening, and mobility planning.
  • Establish structured delivery booking systems, dock management controls, and real-time performance monitoring.


Off-Site Staging & Consolidation Strategy:

  • Lead the design and operational oversight of off-site consolidation hubs, marshaling compounds, and staging facilities.
  • Model logistics flows and delivery capacities during peak build-up, live events, and breakdown phases.
  • Develop congestion mitigation and fleet optimization strategies.
  • Establish surge logistics and contingency planning frameworks.


Authority Coordination & Permits:

  • Coordinate with city authorities for logistics permits, heavy vehicle access, curfews, and restricted zone approvals.
  • Ensure compliance with municipal transport, environmental, customs, and safety regulations.
  • Maintain auditable fleet documentation, insurance coverage, and driver credentials remain valid and auditable.


Contractor & Operational Oversight:

  • Oversee logistics contractors, freight operators, and marshaling teams.
  • Establish KPI frameworks for delivery adherence, dwell times, safety compliance, and service performance.
  • Conduct readiness rehearsals and test operations before live event activation.
  • Integrate logistics tasks into command-and-control and incident management structures.


Monitoring, Reporting & Continuous Improvement:

  • Define logistics KPIs and reporting framework aligned with Operations PMO.
  • Provide executive-level reporting on logistics performance, risks, and mitigation measures.
  • Capture lessons learned to refine logistics standards and procurement specifications.
  • Develop and deliver logistics readiness exercises and simulations.


Educational Qualifications:

  • Bachelor’s degree in supply chain, Logistics, Industrial Engineering, Operations Management, or related field.
  • Master’s degree preferred.


Professional Certifications Preferred:

CSCP, CILT, PMP, Lean/Six Sigma, or relevant logistics certifications.


Experience:

  • A minimum of 10 years of experience in large-scale logistics operations, major events, infrastructure projects, or complex supply chain environments.
  • Proven experience in multi-stakeholder and authority-driven operational environments.


Nature of Experience:

  • Proven experience in large-scale freight, BOH logistics, and staging operations within complex, multi-venue or mega-event environments.
  • Experience managing delivery windows, contractor performance, authority permits, and surge logistics during peak operational periods.
  • Exposure to command-and-control integration and operational readiness in high-pressure settings.

  • Proven experience managing multi-stakeholder logistics environments, including government entities, contractors, and international participants.
  • Ability to translate strategic logistics plans into structured and executable operating models.
